Description
Army Contracting Command � Rock Island (ACC-RI), on behalf of the Combat Capabilities Development Command � Chemical Biological Center (DEVCOM CBC), proposes executing a prototype project directly relevant to enhancing mission effectiveness pursuant to 10 United States Code (U.S.C.) � 4022 through an Other Transaction Agreement (OTA). The Department of Defense (DoD) requires a test capability with (1) a sufficiently intense burst of neutrons of suitable spectrum of energies delivered within a short timeframe and (2) a high dose-rate, suitable energy, Linear Accelerator (LINAC). The two capabilities are to be properly synced together with variable timing and low jitter to create a Combined Environment testing capability for microelectronic components. Proposed prototype demonstration would help close the gap of uncertainty associated with the effects of strategic neutrons combined with prompt-gamma dose on advanced electronics nodes by providing a facility to test and evaluate component-level assemblies. Deploying this capability will further allow strategic programs to assess and manage their risk to ensure high confidence of mission success. ACC-RI, on behalf of DEVCOM CBC, intends to issue a competitive Cornerstone Initiative Request (CIR) for Radiation Combined Environment Test Capability on or after 25 May 2022, with an estimated closing date of 30 business days after issuance. The CIR for Radiation Combined Environment Test Capability is restricted to Cornerstone consortium members. The CIR will solicit whitepapers for a fixed price OTA Agreement with milestone payments across the period of performance. Estimated period of performance will be 48 months.� The Government may pursue a follow-on production OT contract.� Follow-on production would replicate the scope and metrics of the base approach in order to increase bandwith for testing. The objective of this effort is a prototype project to design, develop, integrate, test, manage, document, and deliver a Combined Environment test capability. Any OT awarded as a result of this initiative will incorporate revised FAR clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment, dated Aug 2020. The CIR for Radiation Combined Environment Test Capability will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
