Description

The Centers for Disease Control and Prevention (CDC), Office of Safety Security and Asset Management (OSSAM), Projects and Construction Management Services Office (PCMSO) intend to award a sole-source contract to WSP FLAD, 4940 644 Science Drive, Madison WI 53711 for construction administration services. The statutory authority for this sole-source acquisition is 10 U.S.C 2304(c)(1) pursuant to FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541310 Architectural Services. The acquisition is to continue WSP FLAD's services as the Architect and Engineer of Record by contracting for construction administrative services after completed design of a new CDC campus. WSP FLAD is the only responsible source for the following reasons: The design complexity and magnitude of the Project mandate that the CA Services be performed by the same A/E Firm that created the design, WSP FLAD. WSP FLAD has expertise and familiarity with the design that can't be duplicated by another design firm.� Maintaining continuity of Design firms between the Design and Construction Administration phases retains professional responsibility with a single firm, which is important in the event of the need for a professional malpractice claim. WSP FLAD has direct experience and acquired knowledge of the site layout, site utilities, building locations and orientations, architectural and engineering equipment and systems, laboratory and personnel requirements through several programming meetings with NIOSH users, phasing, logistics, relocation, etc. As a result of all these factors, WSP FLAD is the only responsible source for this new Construction Administration services work.� As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to WSP Flad. Responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Mike Davis VIA EMAIL ONLY at VWL8@CDC.GOV with the solicitation number 64804 referenced in the subject line NO LATER THAN 5 PM EST on May 25, 2022 The Contracting Officer will not respond to phone calls or verbal requests. ALL REQUESTS MUST BE IN WRITING. A determination by the Government not to compete this proposed action are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
