- Description
- NASA/GSFC has a requirement for the continued operation of the Synthetic Aperture Radar (SAR) Distributed Active Archive Center (DAAC) for NASAs Earth Observing System Data and Information System (EOSDIS). NASA GSFC intends to issue a sole source contract for this effort to the University of Alaska at Fairbanks (UAF) Alaska Satellite Facility (ASF) under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� In the performance of this contract, the contractor is required to coordinate and integrate SAR data activities with the Earth Science Data and Information System (ESDIS) Project and the EOSDIS.� As experts in SAR data and products from space-borne and airborne platforms, the contractor will provide for the continued�operation and maintenance of the SAR DAAC systems.� The contract work includes�science data planning, product generation, systems and software development, applied systems engineering, mission support, multi-disciplinary science support operations and maintenance, user services, identification and�generation of highly specialized value-added�products and on-demand services, data and information management, archive and distribution, information technology security, participation in the development of additional tools and capabilities needed to meet the EOSDIS requirements at all DAACs,�general�user support services,�and related science support and research activities.� ASF is the only organization qualified to perform the subject requirements because ASF is the only facility in the U.S. that meets the geographic requirements for the collection and processing of SAR data.� The ASF ground station is located above Latitude 64�N, allowing the greatest number of opportunities to acquire data (in terms of satellite passes) from NISAR, ALOS, RADARSAT, and data from other polar orbiting spacecraft NASA may potentially acquire data from in the future.� A processing facility elsewhere would require the costly and technically difficult transmission of data from the ground station. As a result, this facility is the only facility that can meet the Governments requirements for the collection and processing of SAR data with low data latency. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Pavi Tumbapura at pavithra.s.tumbapura@nasa.gov not later than May 25, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
