- PRE-SOLICITATION NOTICE: The Department of Veterans Affairs (VA) and the New Orleans Veterans Administration Medical Center, has a need for three (3) Board Certified or Board Eligible Psychiatrists to provide psychiatric care for Veterans at any of the eight Community Based Outpatient Clinic within the Southeast Louisiana Veterans Health Care System (SLVHCS) The need is for one (1) Board Certified or Board Eligible Mental Health Substance Abuse Disorder Treatment Psychiatrist and two (2) General psychiatrists. The estimated period of performance will be from 1 October 2022 through 30 September 2026 with a Base Year and (3) three 1-Year Option periods. The Contractor shall propose a minimum of three (3) key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. Place of Performance: Services shall be provided on site or virtual at any of the eight Community Based Outpatient Clinics, SLVHCS: 2400 Canal Street, New Orleans, La. 70119; Baton Rouge, La. 70809; Bogalusa, La. 70427; Franklin, La. 70538; Hammond, La. 70483; Houma, La. 70364; Slidell, La. 70460; and Reserve, La. 70084. The one (1) Substance-Use-Disorder (SUDT) Psychiatrist will provide therapeutic care, treatment, medication management, and rehabilitative services to veterans suffering from opiate and alcohol addictions in an outpatient and inpatient setting. The SUDT psychiatrist will support an outpatient buprenorphine clinic, refer veterans for in/outpatient detox, and work with the SLVHCS Pain Team consulting patients with chronic pain and opioid dependence issues. Additionally, the SUDT psychiatrist will provide psychiatric care to all mental health clinics at all locations. Services will be provided on site or virtual in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Southeast Louisiana Veterans Health Care System (SLVHCS). The Two (2) General psychiatrists will provide mental health therapy, assessments, and medication management for the Substance Disorder, Inpatient, Emergency, Outpatient and Counseling Liaison psychiatry disciplines. The general contract psychiatrists will provide face-to-face or tele-med initial diagnosis, assessment, medication management, evidenced-based therapy sessions, and specialized consolations to Veterans assigned to SLVHCS. These duties will be performed at the SLVHCS clinic locations. The psychiatrists will provide acute, rehabilitative, and long-term treatment for Veterans. The psychiatrist is expected to see 15 patients per day when providing medication management for established patients during 30-minute visits. In the case of a new visit, the patient seen per day would be less as the appointment slots are 60-minute visits. The contractor will be notified of the appropriate clinic profile upon awarding of this proposed. This acquisition is being procured as a 100% Service-Disabled Veteran Owned Small Businesses set aside, applicable NAICS code 621112 Offices of Physicians, Mental Health Specialists, size standard $12M. Solicitation to be available on or about 15 June 2022 with proposals due approximately 30 days from the issue date, 3:00pm central time.
