Description
Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and award a new Delivery Order under Basic Ordering Agreement N0001920G0007 to Raytheon Company on a sole-source basis for engineering, management, technical, and acquisition efforts for implementation and sustainment of the Silent Knight Radar (SKR) JVX Application System Software (JASS) Operational Flight Plan for the CV-22 avionics and flight controls systems.� The Contractor shall perform the tasking required for the software product updates and qualification testing for the SKR JASS instrumentation build on the current 2017 baseline, the SKR JASS Function Requirements Document (FRD) 8 Port Forward, and the SKR JASS FRD 9 Port Forward. This action is being awarded on a sole source basis to Raytheon Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� Raytheon was awarded a competitive contract in 2017 for the development and integration of the SKR for CV-22.� This procurement is a follow on to incorporate current CV-22 fleet baselines to the CV-22 JASS SKR baseline.� Raytheon has intimate knowledge of the software design and the updates required.� Additionally, Raytheon has the capability to perform the Final Qualification Testing and write the Software Qualification Status Reports.� As a result, Raytheon is the only source that possesses the requisite knowledge, experience, and technical data to perform the required efforts within the timeline required by the Government, and award of the efforts listed above to any source other than Raytheon would result in an unacceptable delay to fielding the requirement. The estimated award date for this procurement is August 2022 with a period of performance of approximately 24 months.� The proposed contract is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals.� However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
