- AIR CUSHION VEHICLE (ACV) PROTOTYPE DEVELOPMENT AND ENGINEERING SUPPORT OTHER TRANSACTION AUTHORITY The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement to establish design, prototyping, and support-service capabilities in support of ACV Hull, Mechanical and Electrical (HM&E) systems and capabilities development for legacy Landing Craft Air Cushion (LCAC) and LCAC-100 class craft. Capabilities established during this effort will include HM&E technical data package development including engineering services, product procurement services, first article LIMITED production development and final product delivery. In addition to the capabilities established for this effort, the Contractor shall, as specified in individual orders issued under the contract, develop, test, manufacture and deliver prototype and limited production articles including but not limited to LCAC and LCAC-100 class electrical, machinery, auxiliary, and hull systems. The Contractor shall be able to develop and refine designs, produce technical data packages, and produce final components or assemblies based off technical information provided at any stage in a product�s development cycle. Contractor shall provide all personnel, materials, and facilities to accomplish tasking as specified in orders to be issued under the resulting Other Transaction Authority (OTA) agreement through non-traditional defense contractors or small business concerns. A non-traditional defense contractor is an entity that is not currently performing and has not performed, for at least one-year period preceding the solicitation of sources for the other transaction, any contract or subcontract for the DoD that is subject to full coverage under the cost accounting standards (CAS). The term ""small business"" means a small business concern as defined under section 3 of the Small Business Act (15 U.S.C. 632). A �prototype project� is defined as a prototype project addressing a proof of concept, model, reverse engineering to address obsolescence, pilot, novel application of commercial technologies for defense purposes, agile development activity, creation,� design, development, demonstration of technical or operational utility, or combinations of the foregoing. A process, including a business process, may be the subject of a prototype project. 10 USC 4022: Authority of the Department of Defense to carry out certain prototype projects applies to this announcement. Interested non-traditional defense contractors or small business concerns meeting the abovementioned definitions shall provide a capabilities statement tailored to the prototyping needs delineated in the attached draft statement of work.
