- RFQ 15F06722Q0000110 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� �The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Safety Management Service Inc (West Jordan, Utah) for the purpose of procuring the Go Detect-ESD system, Gas Analyzer system. This Go Detect-ESD system, Gas Analyzer systems will improve the existing Allegheny Ballistic Laboratory Electrostatic Discharge test device includes a highspeed camera, proprietary camera software, a gas analyzer with software, and refurbishment of the tester. The Allegheny Ballistic Laboratory Electrostatic Discharge tester is part of a comprehensive small scale sensitivity test (SSST) series that TIEDS conducts on all energetic materials made. Specific characteristics of the Go Detect-ESD� system, Gas Analyzer, and system refurbishment that limit the availability to a sole source are The Go Detect-ESDTM system, Gas Analyzer, and system refurbishment consists of a high-speed camera with proprietary software (Go Detect-ESD). The software analyzes the video of each ESD test performed and assigns a value of ""reaction"" or ""no reaction."" Videos are saved and can be reviewed by operators allowing for a far less subjective means of determining reactions on the test apparatus. The inclusion of a gas analyzer with the necessary operation software allows for a second means of detecting a positive response within the instrument as some materials do not produce a significant flame or spark response while still undergoing chemical degradation. The gas analyzer collects samples of the atmosphere within the ESD test chamber and provides analysis thereof. Should decomposition gases be detected, a positive response is then recorded. Only this suggested source can furnish the requirements, to the exclusion of other sources, because Safety Management Service Inc is the sole manufacturer of the Go Detect-ESD software that interfaces the system and the high-speed camera. SMS is also the manufacturer of the existing equipment at TIEDS that will be refurbished under this Contract. Safety Management Service Inc. is the only vendor that is capable of interfacing all the necessary components: gas analyzer, high-speed camera, software, and the ESD tester itself. The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is an ABL ESD tester manufactured and acquired from SMS previously. All items under this acquisition must coordinate, connect, or interface with the existing system by being physical wired into the tester such that the firing circuit of the apparatus will trigger the camera and the gas analyzer while simultaneously triggering the software packages to record the data. This notice will be distributed solely through the General Services Administration�s SAM.gov website (www.SAM.gov).� Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 541330 � Engineering Services; the size standard is 500 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Christopher Hamilton �via email only at cahamilton1@fbi.gov, no later than 1:00pm (Central) on Thursday, May 13 , 2022.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.� Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
