- Project Description: The scope of the Wharf 2 Substation Project is to construct a substation to provide power to two (2) containerized cargo handling gantry cranes, including a 3750 KVA isolation transformer, 300 KVA step down transformer, grounding, switchgear, circuit breakers, control, low and medium voltage circuits, and ground fault monitoring. Supporting facilities include fencing, bollards, light poles, area receptacles, lightning protection, and grounding grid with bonding to adjacent prominent metal objects and air terminal down-conductors, equipment housekeeping pads, substation concrete pad, and concrete-encased conduit and insulated cables. Minimal Unexploded Ordnance (UXO) monitoring may be necessary. ~~~~~ This project is funded through Unspecified Minor MILCON Construction, Army (UMMCA) which only has the Congressionally mandated statutory limit of $7.32M available to fund both the combined contract value and agency Supervision and Administration (5.7% of the award). Any combined value of bid and Supervision and Administration above this statutory limit is unawardable. ~~~~~ Per FARS 36.204(g) the disclosure of the magnitude for this requirement is between $5M and $10M. ~~~~~ An organized site visits has been scheduled for?10 May 2022 at 10:00A.M. (PDT)Participants will meet at-5110 Port Chicago Hwy, Concord, CA 94520We will meet in the parking lot immediately to the right as you turn off of Port Chicago HWY. Do NOT enter the Entrance Control Point (ECP). USACE Representatives will meet you in the parking lot and guide you through the gate to the project location. The following attachments relevant to the site visit have been included with this posting: Attachment 7 - Site Visit Meet Location, Attachment 8 - NCIC CONSENT FORM, Attachment 9 - NCIC CONSENT FORM INSTRUCTIONS, Attachment 10 - Reasons for Access Denial **NOTE** Interested participates are required to be vetted prior to base access. Escorts for unvetted individuals will NOT be provided. Late submission will not be accepted.
