UPDATE 11: This notice provides an update on the TACAN Antenna procurement. The TACAN Antenna procurement Screening Information Request (SIR) is going thru internal reviews and approvals. �The Government anticipates the formal release of the SIR by the 4th quarter of Fiscal Year (FY) 2022. Please continue to monitor sam.gov for any further information. �Please note that schedules may change and fluctuate, which is not a promise or guarantee for SIR releases.� Please direct comments and questions to 9-awa-aaq-dvtacquisition@faa.gov. UPDATE 10: The Federal Aviation and Administration (FAA) requests one-on-one discussions with individual small business vendors to discuss their capabilities to accomplish the Contractor Data Requirements List (CDRL) deliverables listed in the Draft Section J-4 provided.� The information received during the one-one-one discussion will be used to validate the acquisition strategy for the TACAN Antenna contract.�� The questions listed below will be the areas of discussion during the meetings and the vendors are invited to provide answers to the questions in writing 10 days after the scheduled meeting date. Available times for the one-on-one meetings are as follows: � February 8, 2022 at 10am; � February 8, 2022 at 1pm; � February 9, 2022 at 10am; � February 9, 2022 at 1pm; � February 10, 2022 at 10am; � February 10, 2022 at 1pm Interested companies must email mailto:Iann.Washington@faa.gov and mailto:9-awa-aaq-dvtacquisition@faa.gov and reference TACAN Antenna One-on-one Meeting in the subject line no later than February 4, 2022 at 5:00 pm ET time.� In the email, indicate the preferred one-on-one meeting time and a secondary meeting time choice.� Telephone calls or paper submissions will not be accepted. Responses will not be returned. The FAA will not release information it obtains from any one-on-one meeting or any written submission. All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking. The FAA reserves the right to conduct one-on-one meetings with all, some, or none of the responders. Providing information in response to this announcement, or participation in any one-on-one meeting, neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any. Respondent participation in any informational session is not a promise of future business with the FAA. Any costs associated with a vendor�s submission of a response to this announcement or participation in any one-on-one discussion are solely at the vendor�s expense; the FAA will not pay for any information it receives. Questions for One-on-one Meetings: 1. If the company does not have a TACAN Antenna in its product portfolio, list other products from the company portfolio that it has delivered and that comply with Functional Development Assurance Level (FDAL)-A requirements, and list the Customer/Country/Year of delivery.� If the company does not have other products that comply with FDAL-A requirements, what plans and schedule does the company have to design, develop, qualify, produce, and deploy a TACAN Antenna complying with FDAL-A and FAA-E-7869 requirements?� 2.����������� If the company has a current TACAN Antenna in its product portfolio, has the company determined if an architecture change is anticipated to satisfy the FDAL-A requirements? 3.����������� Provide details on what system safety activities have been performed, and when, for any products developed by the company.� Assessment examples include a formal (functional) hazard analysis, a Failure Modes and Effects Analysis (FMEA), a Fault Tree Analysis (FTA), or a Common Cause Analysis (CCA). i. Has structured testing been conducted to verify the hazard analysis process and outcomes?��� ii. Has the traceability across safety requirements, analyses, and testing been verified?� iii. What guidance and/or standards were used to verify that all identified safety requirements and objectives have been properly incorporated into the implemented design? iv. Were safety assessments independently reviewed (either internally or externally)? v. Describe the failsafe design concepts applied to product development. 4.����������� Describe the security control concepts applied to product development to maintain compliance with government standards. i. Describe the company�s experience with implementing and maintaining security requirements (for example FAA Order 1370.121A or NIST SP 800-53 Rev. 5, DOT Compendium, etc.). ii. Describe the company�s experience with implementing Executive Directives and Cybersecurity & Infrastructure Security Agency (CISA) vulnerability remediation. 5.����������� If the company responded to the September 2021 Market Survey titled �TACAN Antennas - Market Survey SB Revalidation Final_R2,� provide details on the methods that were applied when selecting the subcontractors listed in the response to that market survey.� Provide details on the skills and expertise the subcontractors will provide to supplement the respondent company�s in-house resources on the SAE ARP 4754A FDAL-A, DO-254, and DO-278 requirements.��� i. If the company did not respond to that Market Survey, provide the information corresponding to that Market Survey located on the same posting, in addition to the information requested in this announcement. 6.����������� Describe the company�s experience with structured audit models for SW/HW development, such as the reviews described in Section C.3.3.6.3 of the draft TACAN Antenna SOW. 7.����������� Describe the company�s plan to complete all CDRL deliverables for Task Order 2 within three years of Contract Award. i. Identify any concerns with the CDRLs provided. UPDATE 9: The purpose of this update is to extend�the due date for submissions from September 20 to October 4. All changes in the revised Market Survey document can be seen in red. All other detail and instructions found in Update 7 remain unchanged.� UPDATE 8: The purpose of this update is to post a revised market survey document that corrects the due date from September 8 to September 20. All changes in the document can be seen in red. All other detail and instructions found in Update 7 remain unchanged.� UPDATE 7: The purpose of this update is to post a new market survey which will assist the FAA in validating the�current acquisition strategy for the TACAN Antenna Procurement. Additional documents provided, Draft Section C (Statement of Work), Draft Task Orders 1 and 2, Draft CDRLs, and the Draft Performance Specification are provided for reference.� Responses to this market survey, from interested vendors, are due no later than September 20, 2021 at 5:00 p.m. Eastern Daylight Time. The FAA does not intend to directly respond to responses to the Markey Survey. The FAA will use responses to this Markey Survey for informational and planning purposes only, to assist in defining the requirements, and the responses will not be released. UPDATE 6: Update 5 was made in error. The closing date for industry comment to the draft�TACAN SIR Section C and Task Orders remains May 13, 2021 at 12:00 pm Eastern. No other changes have been made to this announcement.� UPDATE 5: This update corrects the closing�date for industry feedback and comment to the draft�TACAN Screening Information Request (SIR) Section C (Statement of Work) and drafts of Task Order 1 (Program Management) and Task Order 2 (Engineering, Design, and Development)�for industry comment. The closing date for industry comment is May 10, 2021�at 12:00 pm Eastern. No other changes have been made to this announcement.� UPDATE 4:�The FAA is providing the attached draft TACAN Screening Information Request (SIR) Section C (Statement of Work) along with drafts of Task Order 1 (Program Management) and Task Order 2 (Engineering, Design, and Development)�for industry comment. A Cover Sheet discussing the status of Contract Data Requirements Lists (CDRLs) and Data Item Descriptions (DIDs) is also provided with this update. All vendor feedback and questions concerning the draft Statement of Work and Task Orders�must be submitted to the following mailbox: 9-awa-aaq-dvtacquisition@faa.gov�by the new close date of this announcement, May 13, 2021 at 12:00 pm Eastern. UPDATE 3: This update is to inform interested vendors of the extension of the closing date of this announcement. All feedback and questions�concerning the revised specification and the Industry Notice must now be received�by the new closing date of this announcement, March 26, 2021 at 12:00 pm Eastern. No further changes have been made to this announcement. � UPDATE 2: The revised TACAN Antenna Specification, v1.4,�referenced in the Industry Notice of Safety Requirements is now attached to this announcement. All feedback and questions�concerning this revised specification and the Industry Notice must still be received at mailbox: 9-awa-aaq-dvtacquisition@faa.gov�by the close date of this announcement, March 19, 2021 at 12:00 pm Eastern. UPDATE: The FAA is providing the attached Industry Notice of Safety Requirements to inform interested vendors of safety standards that will apply�to any future TACAN Antenna acquisitions. All vendor feedback and questions concerning this document�must be submitted to the following mailbox: 9-awa-aaq-dvtacquisition@faa.gov �All feedback and questions must be received by the new close date of this announcement, March 19, 2021 at 12:00 pm Eastern. The Federal Aviation Administration (FAA) is seeking Industry comments on the attached draft Performance Specification for the Tactical Air Navigation (TACAN) Antenna System, Draft FAA-E-2828B. The FAA is interested in gathering feedback on this performance specification. In addition, a set of questions regarding Industry capabilities and approaches are provided to improve FAA understanding of options for TACAN Antenna Systems. The FAA intends to utilize these Industry comments and questions in finalizing the Antenna System performance specification and potential future Screening Information Request (SIR). The information received will be used to improve government awareness of existing TACAN antenna system performance and electronically-scanned antenna system solutions. No deviations will be allowed. Interested companies must submit their response electronically to Iann.Washington@faa.gov and 9-awa-aaq-dvtacquisition@faa.gov and reference TACAN ANTENNA PERFORMANCE SPECIFICATION in the subject line no later than July 20, 2020 at 1:00 pm. EST time. Telephone calls or paper submissions will not be accepted. Please use the attached Reviewer Comments form to provide your comments. Submissions must include company point(s) of contact, title(s), telephone number(s), e-mail address(s) and mailing address. Responses will not be returned. Any proprietary or confidential information contained in the submissions must be appropriately marked. After reviewing the responses, the FAA may elect to schedule one-on-one discussions with individual vendors to clarify understanding of the documented information. The FAA reserves the right to conduct one-on-one meetings with all or none of the responders.
