- Notice of Intent to Sole Source RFQ 150F06722Q0000109 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� �The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Philips North America LLC (Cambridge, MA) for the purpose of procuring the Philips Tempus Pro Cardiac Monitor and Defibrillator. This Tempus ALS Manual (Package 2) Patient Monitoring systems and Tempus LS Manual Defibrillator life saving devices are utilized as standard medical support equipment in providing these services. The cardiac monitoring capabilities requirements are established by FBIHQ, HRD, Office of Medical Services and are founded on national standards of emergency medical care, the American Heart Association, the National Registry of EMTs and specialty training certification standards for dive medicine, wilderness medicine and austere medicine. On frequent operations and training, THRU medical providers will be the highest level of medical care within an hour or more of the operation. Replacing current, end of life cycle devices which can no longer receive software updates is essential in ensuring life saving critical care can be provided in a timely manner to FBI personnel. �THRUs requirement is to provide four (4) ruggedized Tempus ALS Manual (Package 2) Patient Monitoring systems and eighteen (18) Tempus LS Manual Defibrillators. These devices will provide the Technical Hazards Response Units Paramedics with specialized monitoring capabilities commensurate with the FBI medical mission. While the capabilities of these cardiac monitors are the standard across the FBI for advanced medical provider, the package that these capabilities come in is smaller and lighter than other manufacturers devices and are ruggedized for field use. Four (4) Tempus Pro ALS systems that will each include a Tempus LS Manual device as listed above and an ALS unit with the following features: 12 Lead ECG monitoring and interpretation; Noninvasive blood pressure monitoring (NIBP); Blood Oxygen Saturation Monitor (SPO2); End Tidal C02 monitoring and wave form interpretation; Internal/External temperature monitoring probes; Integrated wired and wireless communication options for device to device communications as well as device to medical control communication; Integrated patient data recording with PCR export capability; Integrated ECG and data printer; Eighteen (18) Tempus LS Manual Defibrillator cardiac monitor/defibrillators with the following features: 5.7 color screen; 3 Lead Electrocardiogram (ECG); Manual, hands free Cardiac Defibrillation (DFib); External Cardiac Pacing; Synchronized Cardioversion; Each of these systems will be shipped with appropriate supplies and equipment needed to place the units in service, including: Rechargeable batteries and appropriate battery charging cables; NIBP tubing and assorted sized cuffs (Child to XL Adult); ETC02; Noninvasive temperature cable and disposable probes; Noninvasive, reusable SP02 cable; 4 Lead/12 Lead modular ECG cable; Printer Paper; Rail system and pouches for both sides of the monitor. Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. This notice will be distributed solely through the General Services Administration�s beta.SAM.gov website (www.beta.SAM.gov).� Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 334510 � Electromedical and Electrotherapeutic Apparatus Manufacturing; the size standard is 1250 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Christopher Hamilton via email only at cahamilton1@fbi.gov, no later than 1:00pm (Central) on: Monday, May 16, 2022.� Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.� Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.� The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
