Classification code: A- Research & Development NAICS code: 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) Synopsis: This notice constitutes the official issuance of Broad Agency Announcement (BAA) DOI-BAA-HAYSTAC-FY22-01, and sets forth research of Hidden ActivitY Signal and Trajectory Anomaly Characterization (HAYSTAC). Overview: This BAA (DOI-BAA-HAYSTAC-FY22-01) is for the Hidden Activity Signal and Trajectory Anomaly Characterization (HAYSTAC) Program. IARPA seeks innovative solutions for the HAYSTAC Program which is envisioned to be a 48-month effort, beginning approximately October 01, 2022 through March 29, 2026. The IARPA HAYSTAC program encompasses non-commercial basic research and aims to develop novel capabilities that produce large-scale microsimulations of fine-grained human movement and create AI reasoning engines capable of both identifying abnormal movement trajectories and generating normal ones. Technical approaches will characterize what makes a given activity detectable within the exploding volumes of available human movement data, establishing the scientific foundation connecting data, movement, and the expectation of privacy. The HAYSTAC program aims to change this by developing new AI reasoning engines capable of encoding human movement at the fine-grained level. HAYSTAC Performers will focus on two (2) task areas (TAs). (TA1) focuses on the microsimulation of human activity to create robust simulated datasets. (TA2) efforts learn normal behavior within this data.
