- Description
- **AMENDMENT 2** Due to feedback received through offeror questions and in the scheduled 1:1 sessions, the OSAAP JV team has determined it would be beneficial to extend the due date for white paper submissions from the original due date of May 27, 2022 to June 7, 2022. At this time, the due date change is not reflected in the attached BAA pdf. However, another amendment to this BAA is forthcoming, which will reflect updates to the technical requirements of this project resulting from feedback received through questions and vendor 1:1 sessions. At that time, the updated PDF will reflect the June 7, 2022 due date for the white papers. **AMENDMENT 1** It is required for all prospective offerors and partners from industry, academia and Government to pre-register for the Virtual Community Day Plenary Sessions. This is now indicated by BOLD and UNDERLINED font in the description language. The Demonstrating the Hyperspectral Microwave Sensor (HyMS) and Assessing the Benefits for the NOAA Mission Broad Agency Announcement (BAA) is posted in accordance with Federal Acquisition Regulation (FAR) Subpart 35.016. The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental and Satellite, Data, and Information Service (NESDIS), Office of Systems Architecture and Advanced Planning (OSAAP) is requesting for submission of white papers that explore microwave hyperspectral remote sensing technology that has been shown theoretically to provide great advantages to a number of applications important to NOAA. This BAA aims to leverage previous developments in the technology of hyperspectral microwave sensing. Objectives include the development of a HyMS prototype, deployment of the assembled prototype in an airborne or balloon-based platform, the qualitative and quantitative assessment of the value of the collected data, and the evaluation of their potential value to NOAAs mission. The BAA will only explore possibilities for a future state, and will not result in a mission itself at this time. NOAAs expectation is to use the results of any demonstrations to assess new technologies for microwave (MW) soundings that provide better data for improved Numerical Weather Predictions (NWP) forecasts and other applications. NOAA also intends to examine how HyMS technology could benefit NOAAs next-generation space architecture to allow new capabilities for better and more accurate soundings in meteorologically active regions. Additional details and technical requirements are included in the attached documents. A virtual Community Day will be held on May 13, 2022 to allow for engagement with the Government on this requirement. It is required that all partners from industry, academia, and Government pre-register for this event at the link provided in the Attachements/Links section of this posting titled, ""VIRTUAL COMMUNITY DAY: Registration Form."" Attendees should consider submitting questions pertaining to the BAA in advance of Community Day to ensure that a thorough response to these inquiries is incorporated in the presentations and question response sessions. All questions shall be submitted NO LATER THAN May 11, 2022 at 12PM to the Contracting Officer, Gabriela Bravo, and Contract Specialist, Bryton Curtis at gabriela.bravo@noaa.gov and bryton.curtis@noaa.gov. Upon registration for the event, attendees will have the opportunity to register for a limited number of 1-on-1 Question and Answer breakout session with Government representatives. The purpose of these 1-on-1 sessions is to give industry partners the opportunity to ask Government representatives questions that may reveal information that is sensitive in nature pertaining to their approach. A link to the registration page for the NOAA HyMS BAA 1-on-1 sessions is listed in the attachments/links section of this posting titled, ""COMMUNITY DAY: 1-on-1 Session Sign-up Sheet."" *** Registration for both the Community Day and the 1-on-1 sessions occurs on a third party site. You will be exiting this government site to register. ***
