RFI 36C24522Q0585 BIOMEDICAL TEST EQUIPMENT CALIBRATION VAMC MARTINSBURG The Martinsburg VA Medical Center is conducting this Sources Sought to identify contractors who possess capabilities to provide the services described in the Statement of Work below. As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this sources sought notice. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought. This service will be implemented using the North American Industry Classification System (NAICS) Code 811219. If a small business is interested in this procurement, they must provide at least 51 percent of the services rendered. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to tracy.kute@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than May 20, 2022 at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice. DISCLAIMER This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. STATEMENT OF WORK BIOMEDICAL TEST EQUIPMENT CALIBRATION VAMC MARTINSBURG General: The Contractor shall provide all supplies, materials, equipment, software, labor, supervision, management, and transportation to perform all tasks as identified below. All work is to be performed in accordance with the guidelines established by Federal, State and Local ordinances and with the Contractor s Procedures Manual and Quality Control Manual. Contractor is required to be ISO 17025:2017 certified. Contractor will be responsible for removal of any equipment. A pre-performance meeting will not be required with the contractor after the contract is awarded. Scheduling: Hours of Work: All work shall be performed during normal business hours 8:00A.M. and 4:30P.M., Monday through Friday, excluding federal holidays. Standards: - Technicians must provide proof of calibration of instrumentation used in the performance of this service before or upon arrival. All test equipment utilized for calibration must meet NIST and ISO 17025 standards. - Test equipment calibration will meet specifications as determined by item manufacturer. Contractor is responsible for supplying their own manufacturer service manuals. - All calibration certificates must contain the local VA Equipment ID, model, serial number, and calibration date/due date of test equipment utilized in the calibration process. Special Provisions: Contractor will affix updated calibration sticker to calibrated equipment and provide a calibration certificate for each item of calibrated equipment. Interference to Normal Function: Contractor personnel are required to interrupt their work at any time so as not to interfere with the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel, equipment, and carts. Storage of Materials: Contractor will be furnished a workspace in GA127-500 to perform necessary work. The contractor will be allowed to store materials in this designated area. Call Back Requirement: Contractor will guarantee proper calibration specification, per item, will meet standards for one full year or until next required calibration. Required Contractor Reporting: Contractor is not hourly paid and signing in is required each day at the front lobby entrance. Tools/bags will be inspected. Service Ticket/Calibration Certificate: Must contain VA Equipment ID number and calibration outcome. The Contractor will be required to furnish the Contracting Officer, prior to performance of any work, the trade names (if any) and chemical names of all chemicals to be used and a label showing contents, the use strength of the chemical as applied and the antidote thereto. Contractor will furnish the same information each time a change is made to the chemicals or products used in the performance of this contract. This information is required for emergency treatment in the event of ingestion or and/or contact with the material by humans. Identification, Parking, Smoking, and VA Regulations: The contractor s personnel shall abide by all VA Medical Center policies concerning badges, parking assignments, etc. The VA will not invalidate or make reimbursement for parking violations of the contractor personnel under any conditions. Smoking is prohibited on federal grounds. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations may result in citation answerable to the United States Federal/District Court.
