Description
The Department of Veterans Affairs (VA) Strategic Acquisition Center (SAC) is issuing this Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) 15.201(e), as a means of conducting market research to identify industry input to meet the Veterans Health Administration (VHA) requirement for Medical Surgical Prime Vendor (MSPV) Generation-Z (Gen-Z) Version 1 (V1) distribution and supply management services, in support of the VHA s expansive healthcare system. The MSPV functions as an authorized customer s source of distribution and supply management for a broad range of medical/surgical supplies on the MSPV Product List. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Quotation (RFQ) or Request for Proposal (RFP). The goal of the MSPV Gen-Z V1 distribution and supply management contractor(s) is to obtain medical/surgical products from VA authorized suppliers utilizing a distribution and supply management system that minimizes VA s inventory stock on hand, promotes standardization, and allows product selection from a multitude of vendors. Additionally, the MSPV Gen-Z V1 distribution and supply management contractor(s) must facilitate electronic ordering and receiving systems, provide discounts for volume buys, limit transaction cost, provide just-in-time delivery, and provide value-added services. The MSPV Gen-Z V1 distribution and supply management contractor(s) must support VA in its effort to use existing logistics resources in a more efficient and cost-effective manner without jeopardizing patient care. VA is committed to providing quality medical supplies and services to the medical centers that provide healthcare to our nation s Veterans. Medical facilities order directly through the Prime Vendor (PV) with next day delivery. Failure to submit information in sufficient detail may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this RFI, the Government reserves the right to consider any contracting arrangement as deemed appropriate for this requirement. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time, no solicitation exists; therefore, do not request a copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on the Contract Opportunities website (https://sam.gov/content/opportunities). It is the potential offeror s responsibility to monitor Contract Opportunities for release of any future solicitation that may result from this RFI. However, responses to this RFI will not be considered adequate responses to any resultant solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested, or reimburse expenses incurred for responses to this RFI. Submission of any information in response to this market survey is purely voluntary. At this time, the suggested North American Industry Classification System (NAICS) codes assigned to this procurement is 423450 Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI will be used by the Government to make appropriate acquisition decisions and are not considered adequate responses to any corresponding solicitation announcement. After review of the responses to this notice, a solicitation announcement may be published. Responses shall include a completed MSPV Gen-Z V1 Distribution and Supply Management Contract Questionnaire under Attachment A. The draft Statement of Work (SOW) under Attachment B, C, D, and E are for reference purposes only. Questions concerning this RFI are due no later than (NLT) 5:00 pm Eastern Time (ET), May 23, 2022. Responses to this RFI are due by 5:00 pm ET, June 2, 2022.
