- � � �� � � � � � � � � � � � � � � � � � This is a Sources Sought Notice and is for information purposes only. � � � � � � � � � � � � � � � � � � � � � THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATION OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for Beach Nourishment, Townsends Inlet to Cape May Inlet, Cape May County, New Jersey. Contract work consists of a base bid to hydraulically place approximately 500,000 to 1,000,000 cubic yards of beachfill along the Atlantic Ocean coastline in the Boroughs of Avalon and Stone Harbor, Cape May County, New Jersey. This contract requires open ocean dredging and hydraulic placement of beachfill. The project area is entirely within the municipalities of Avalon and Stone Harbor. The contract work may also consist of up to 6-8 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. In the Borough of Avalon, options, if awarded, will be for quantities ranging from approximately 50,000 to 750,000 cubic yards. Options for Stone Harbor, if awarded, will be for quantities ranging from 50,000 to 250,000 cubic yards. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; and installing sand fencing. The only approved borrow area for the beachfill material is located within Townsends Inlet. Estimated cost range of the project is $10,000,000.00 to $25,000,000.00.� The period of performance is 150 calendar days for the Base and Options. An Award for the Contract is anticipated for October 2022. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $39.5 Million. To be considered small under this NAICS code, for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
