Description
The West Haven, Connecticut Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Connecticut Healthcare System (VACHS) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services associated with the following project objectives: Removing the existing roof systems completely down to the deck on two (2) separate buildings; Furnishing as well as installing new and specific Fluid-Applied roofing systems on two (2) separate buildings that includes a twenty (20) year warranty; Providing as well as installing free-standing fall protection systems with padding; and Installing roof safety rail walkway systems for two (2) separate buildings. The North American Industry Classification System (NAICS) Code is 238160 and the small business size standard is $16.5 million. Any interested Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or Small Business (SB) must indicate interest for this project, in writing, to the Contract Specialist no later than May 24, 2022 at 4:00 pm EST via e-mail to Dirk.Kelley@va.gov. Any interested SDVOSB, VOSB, or SB should be familiar with the West Haven, Connecticut VAMC and/or Veterans Integrated Services Network (VISN) 1 that services the New England region. To qualify as interested in this project, information pertaining to the following seven (7) components must be submitted in response to this Sources Sought Notice on or before May 24, 2022 at 4:00 pm EST: (1) Statement of Intent that a Proposal/Bid will be submitted to the future Solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number and the company s Data Universal Numbering System (DUNS) Number; (2) Verification through VetBiz on the Vendor Information Pages (VIP) as a SDVOSB or VOSB under the NAICS Code of 238160, if applicable; (3) Identification as an authorized installer of roofing systems and specify the roofing systems that are covered under the company s authorized installer status; (4) Evidence of previous experience with Bio-Based, Aliphatic and Aromatic Polyurethane roofing membranes as well as installing Fluid-Applied roofing systems; (5) Evidence of previous experience in installing fiberglass asphalt shingle replacements; (6) Evidence of previous experience in installing free-standing roof fall protection systems; and (7) Evidence of the company s ability to perform at least twenty-five percent (25%) of this requirement in accordance with Federal Acquisition Regulation (FAR) 52.219-14: Limitations on Subcontracting. All seven (7) components must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, or SBs. Failure to submit each of the seven (7) components, as identified above, will result in a Contractor not being considered as an interested SDVOSB, VOSB, or SB. If adequate interest is not received to this Sources Sought Notice by SDVOSBs, VOSBs, and/or SBs, then this project will not be set-aside. As indicated above, interested businesses may reply to this Sources Sought Notice via e-mail to Dirk.Kelley@va.gov. Businesses must be registered in the System for Award Management (SAM). To register in the SAM database, visit www.sam.gov. SDVOSBs or VOSBs must also be verified by the Center for Veteran Enterprises (CVE).
