- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA).� This is not a solicitation. Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (AFLCMC/HNCK), Joint Base San Antonio-Lackland, TX intends to award, on a sole-source basis, a firm-fixed-price contract for repair service of the following items: Part Number: DETSERV-3, Detector SEGE Service Level 3 (4 each) and Cryo-Pulse 5 (CP5) Cooler (1 each).� These parts are manufactured by the Original Equipment Manufacturer (OEM) Mirion-Canberra Technologies. Detailed technical data and drawings for the above listed items is not available to the Government. Mirion Technologies (Canberra), Inc. (CAGE 24114) holds proprietary rights and patents for the design of all hardware and software manufactured by Mirion-Canberra.� Mirion-Canberra is the sole source for factory trained labor and technical services for all software and instrumentation manufactured and sold by Mirion-Canberra.� Mirion-Canberra does not license third party technical service for their software and instrumentation. �CP5 detectors and coolers are part of Mirion-Canberra�s product line.� Since access to the design of the programs is limited to Mirion-Canberra staff, only Mirion-Canberra can properly and effectively provide support for these programs. The North American Industry Classification System (NAICS) code is 334519 � Other Measuring and Controlling Device Manufacturing. The proposed contract action is for the repair of these CP5 detectors and cooler for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1), Only One Responsible Source as implemented by FAR 6.302-1.� The Government intends to make an award by 30 June 2022.� If a firm believes it is capable of meeting the Government�s requirement, it may identify their interest and capability to the Contracting Officer, Elizabeth Rodriguez, elizabeth.rodriguez.14@us.af.mil and Contract Specialist, Kristin Catsonis, kristin.catsonis.2@us.af.mil NLT COB May 23 2022, 3:00 PM CST.�� Those interested firms must indicate whether they are a large, small, and small-disadvantaged, 8(a), or women-owned business and whether they are U.S. or foreign-owned.� All responsible sources may submit a capability statement. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.� Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for consideration.
