- PRE-SOLICITATION NOTICE: The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo, is issuing this pre-solicitation notice in accordance with FAR 36.213-2. Solicitation Number: N4008422B6500 Project Title:� Repair Damaged Seawall, Main Base at the Commander Fleet Activities Sasebo (CFAS). Contracting Office Address:� N40084 NAVFAC FAR EAST, FEAD SASEBO PSC 561, Box 66, FPO AP 96322-1160 Building 200, Hirase-cho, Sasebo Nagasaki, Japan Classification Code: FSC: Z2KF � Repair Or Alteration Of Dredging Facilities � � � � � � � � � � � � � � � � �NAICS: 237990 � Marine Construction The Government intends to award a single one time contract with Firm-Fixed Price. ����������������������������������� � DESCRIPTION OF PROPOSED WORK: The work includes installation of temporary cofferdams for wave breaker by using big sandbags; installation of temporary scaffolds; temporary silt fence; shipping of concrete; crack injection; concrete cross section repair; concrete spall repair; repainting of bollards; removal of bollards; and incidental related works to repair the existing seawall, as described on plans and specifications. Related work is defined as temporary work and relevant work which is required to accomplish this project. NAVFAC FE PWD Sasebo desires to implement a design to repair damaged seawall and Clean/Recoat or Replace Mooring Hardware. Areas / locations within the scope are confined to Seawall 1010 and Landing Craft ramp 149, also replacing / repainting hardware are includes Berths #1, 2, 3, 6, 7, 8, 9, and 10. This project contains base contract and five additive CLIN (Option) items. Additive CLIN (Option) items may or may not be awarded at the time of award but may be exercised later. MAGNITUDE OF CONSTRUCTION PROJECT: In accordance with FAR 36.204 and DFAR 236.204, the magnitude of construction is between $10,000,000 and $25,000,000 (based on FY22 Budget Rate of USD 1.00 / JPY 106.4531). The IFB including the final plans and specifications will be posted on Government wide point of entry (GPE), currently the Solicitation module of Procurement Integrated Enterprise Environment (PIEE) website. When posted, all IFB documents may be downloaded from the website free of charge. Interested offerors can view the solicitation and any attachments (e.g., specifications and drawings), at the Department of Defense (DoD) Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil/sol/xhtml/unauth/index.xhtml and/or Contract Opportunities on the System for Award Management (SAM) website at https://sam.gov/ when it becomes available. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.
