REGILD FIRST DIVISION MONUMENT President's Park (White House) (WHHO) National Capital Area, National Park Service DATE May 13, 2022 ACTION CODE Not Applicable PROPOSED SOLICITATION NUMBER 140P3022R0023 CLOSING RESPONSE DATE On or about 6/20/2022 at 12:00 PM ET CONTRACT AWARD NUMBER AND DATE TBD on or about 07/01/2022 CONTRACTOR TBD GENERAL DESCRIPTION The Department of the Interior, National Park Service (NPS), President's Park (White House) (WHHO), anticipates issuing a solicitation for the construction services described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. No questions with regard to this notice will be responded to or answered. Specific instructions on submitting quotes will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 05/30/2022. The entire solicitation package, including all attachments, will be exclusively and only available electronically at: www.sam.gov Paper copies of this solicitation will not be made available. PROJECT DESCRIPTION President's Park (White House) (WHHO) in Washington, DC, seeks a skilled contractor to perform regilding on the First Division Monument. The monument commemorates those who died while serving in the 1st Infantry Division of the U.S. Army of World War I and subsequent wars. The existing gilding of the Winged Victory Statue and gilded lettering on the First Division Monument are reaching or have reached the end of their useful lifecycle. The finishes have deteriorated from general weathering and exposure since the last restoration in the early 2000s. The result is that the current appearance deviates from the original artistic intent. Full restoration is required to install new and durable finishes and to reinstate the artist's original artistic intent. The work required includes cleaning and regilding the winged Statue of Victory and the engraved letters on the west granite wall of the monument. Winged Statue of Victory: This gilded bronze statue is of a female figure, approximately 15� in height and holding a proportionately sized flag. The complete statue sits atop an eighty-foot-high granite column. West Granite Wall Letter Gilding: The west face of the west granite wall, of the west wing of the First Division Memorial, contains within it, engraved letters which read �THE FIRST DIVISION�. This work will require working in close proximity of active construction. As such, the gilding and bronze work must be scheduled to minimize impacts to other trades. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. USDA BioPreferred product categories apply to this acquisition. This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any quote preparation costs. PLACE OF PERFORMANCE President's Park (White House), Washington, DC PROCUREMENT TYPE The Government anticipates awarding a firm fixed-price contract SET-ASIDE This acquisition will be a 100% Total Small Business Set-aside. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business under the NAICS code solicited may be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code for this project is 238320, Painting & Wall Covering Contractors SMALL BUSINESS SIZE STANDARD $16.5M PRODUCT SERVICE CODE (PSC) Z1QA Maintenance of Restoration of Real Property. BONDS FAR 52.228-15 - Performance and Payment Bonds - Construction (JUN 2020) and FAR 52.228-1 Bid Guarantee (SEP 1996) will apply to this requirement. PERIOD OF PERFORMANCE The contract performance period is expected to be 120 days after notice to proceed. All work must be completed and accepted by Veterans Day 2022. SITE VISIT It is strongly recommended that the contractor visit and inspect the site to verify all estimated quantities provided by the Government and to observe the complexities of the work required for full restoration. The site is located in President�s Park which is open to the public. Any additional site information will be provided in the solicitation. The First Division Monument sits on a plaza in President's Park, west of the White House and south of the Eisenhower Executive Office Building (EEOB) at the corner of 17th Street and State Place, NW. Information about the park, including hours, maps, and other general information (including temporary closures or events that may affect access) can be found online at https://www.nps.gov/whho/index.htm AWARD DECISION Offers/Quotes received in response to the solicitation will be evaluated using Simplified Acquisition Procedures under the authorities granted in FAR 13.106-2. Award will be made to the responsible offeror/quoter whose offer/quote, conforming to the solicitation, will be most advantageous to the Government, price and non-price factors considered. Award may be made to other than the lowest priced proposal/quote if the perceived benefits of the proposal/quote merit the price difference based on the evaluation of non-price factor evaluation criteria. SYSTEM FOR AWARD MANAGEMENT Offerors shall be required to have a Unique Entity Identifier (UEI) (replaced DUNS) and an active registration in SAM, System for Award Management (www.sam.gov) by the closing/response date. In order for contractors to conduct business with the Federal Government, they must hold an active SAM registration, be registered under the NAICS Code solicited in their representation and certifications, and be free of any exclusions.
