- Description
- The Centers for Disease Control and Prevention (CDC), intends to award a sole source firm fixed priced simplified purchase order to Pantheon Software to obtain HCUP state databases to monitor, identify, diagnose, investigate, and research public health related issues which will be published in scientific papers, presentations, reports, and policy briefs to declare attention to the importance of the nation�s health. For several years, various critical information systems at CDC, supporting a variety of program areas, have been utilizing The Healthcare Cost and Utilization Project (HCUP), which is a family of healthcare databases and related software tools, which bring together the data collection efforts of State data organizations (e.g., state public health agencies), state hospital associations, private data organizations, and the Federal government, to create a national information resource of encounter-level healthcare data. Pantheon Software has access and the ability to provide this product which delivers state specific data for hospitalization, emergency, and ambulatory care that other data sources do not provide and thus allows for analysis at smaller geographic regions. This allows scientist to compare things such as health care cost across states and smaller regions for different conditions that can inform and institute policy. Unlike other data sources, HCUP has more functionalities, such as specifications that recognize complete race/ethnicity information that other data sources cannot provide. HCUP data is made with research in mind, along with algorithms that go into creating the data. Such software from Pantheon Software is the only known vendor that provides this HCUP database in which entails several advantages that are not available in the National Hospital Discharge Survey (NHDS), nor by other known vendors. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation /response should be emailed to the Contracting Specialist at lsf7@cdc.gov (CTR) by 4:00PM EST on 05-20-2022.� No telephonic quotes shall be considered.
