Description
The proposed contract action is for grounds maintenance and snow removal services at six federal buildings in Utah, i.e., Ogden (James V. Hansen Federal Building, Forest Service Building) --Salt Lake City (Wallace F. Bennett Federal Building, Frank E. Moss U.S. Courthouse, and the Orrin Hatch U.S. Courthouse) � Provo (J. Will Robinson Federal Building), for which the Government intends to solicit and negotiate with only one source. This action is authorized under 41 U.S.C. 1901 as implemented by FAR 13.106-1(b). All responsible sources that are interested in this requirement may submit to Dylan White at dylan.white@gsa.gov a response (capability statement and proposal), which shall be considered by the Government.� However, the Government will not consider any such response it receives after June 2, 2022, 00:00 a.m. Mountain Daylight Time (MDT), which is the deadline for its receipt of such responses. A determination by the Government not to compete this proposed action based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. GSA shall not be responsible for any costs incurred in response to this notice. Background:��Currently, Terraworks, Inc. (Terraworks) provides the grounds maintenance and snow removal services at the six federal buildings in Utah, Ogden--Salt Lake City--Provo, Utah. The grounds maintenance and snow removal services include all management, supervision, personnel, labor, materials, equipment, transportation, tools, supplies, and other direct costs to satisfactorily perform the work. The services require the contractor to haul and dispose (recycled to the fullest extent possible) of all debris, vegetative waste, and excavated material generated or removed in the performance of the services. Terraworks has been providing these services since August 2017. Contract Capabilities to be Awarded:� Grounds maintenance and snow removal services at the six federal buildings in Ogden--Salt Lake City--Provo, Utah. The identified services include all management, supervision, personnel, labor, materials, equipment, transportation, tools, supplies, and other direct costs to satisfactorily perform the required grounds maintenance and snow removal activities. The services require the contractor to haul and dispose (recycled to the fullest extent possible) of all debris, vegetative waste, and excavated material generated or removed in the performance of services. See attached document. The anticipated period of performance for this contract action basic requirement is six months from August 1, 2022, through January 31, 2023, with four (4), one-month options to extend the term of the contract as follows� � � �Option I:� �February 1, 2023 � February 28, 2023 � � �Option II: �March 1, 2023 � March 31, 2023 � � �Option III: April 1, 2023 � April 30, 2023 � � �Option IV: May 1, 2023 � May 31, 2023 To be considered for this requirement, the contractor in its response to this proposed contract action must demonstrate that it can perform the grounds maintenance and snow removal services for the anticipated period of performance and has all of the following capabilities in 1-11 below and will have them for the entire anticipated contract performance period without any transition period: � � �1. ��provide landscape erosion management; � � �2.�� provide trees and shrub maintenance, trimming, and pruning; � � �3.�� provide removal and pruning of damaged vegetation to preserve the longevity and health of the vegetation on the federal properties; � � �4.�� provide general maintenance of flowerbeds, plants, trees, shrubs, ground covers, and lawns; � � �5. � provide mowing, edging, leaf removal, weed control, removal of debris from vegetation, irrigation services, aeration, and fertilization; � � �6.�� obtain approval from the Government prior to award of the contract (prior to the beginning of the anticipated contract performance period on March 1, 2020) without any transition period for the following:����������������������� � � � � � a. product information, � � � � � b. safety plan, � � � � � c. snow removal work plan, � � � � � d. an annual fertilizer plan, � � � � � e. green purchasing practices, � � � � � f. chemical treatment plan, � � � � � g. material safety data sheets, and � � � � � h. a quality control program. � � �7.� complete thorough review and inspection of all existing conditions at the federal properties prior to the August 1, 2022, to identify and report any deficiencies to the Government; � � �8.� obtain from the Government background investigations and security clearances for all employees and subcontractor personnel by August 1, 2022; � � �9.� ensure that its contractor personnel and subcontractor personnel for the work each have a favorable fitness determination to enter-on-duty or completed Tier 1 (National Agency Check with Written Inquiries) determination no later than August 1, 2022; � � �10. provide snow and ice removal services in Salt Lake City (Wallace F. Bennett Federal Building, Frank E. Moss U.S. Courthouse, and the Orrin Hatch U.S. Courthouse) on a 24/7 basis for snow and ice accumulations greater than 1 inch at the parking lots, driveways, loading docks, plazas, and perimeter sidewalks; � � �11. provide snow and ice removal services at in Ogden (James V. Hansen Federal Building, Forest Service Building) and in Provo (J. Will Robinson Federal Building) snow removal 7 days a week from 6:00 a.m. to 6:00 p.m. for accumulations greater than 1 inch. Justification for Award Using Other than Full and Open Competition: This award will be placed under the authority of 41 U.S.C. 1901 as implemented by FAR 13.106-1(b). This procurement is anticipated to result in a sole source contract to Terraworks to meet the Government�s requirement. For purchases not exceeding the�simplified acquisition threshold, ��Contracting officers�may�solicit from one source if the�contracting officer�determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).� Only one source is reasonably available because only one responsible source can provide the services that will satisfy agency requirements. Terraworks has the ability and qualifications (such as, for example, background investigations, security clearances, and no need for startup activities or mobilization of services) necessary to meet this requirement, as the only company to work on it since August 2017, that are not known to be available from any other source.
