Description
THIS IS A PRE-SOLICITATION NOTICE. NO PROPOSALS OR RESPONSES ARE REQUIRED. This pre-solicitation is for the Design Bid Build renovation/repair of Building 255 (B-255), also known as Ricks Hall, was constructed in 1983. It is a three story�dormitory facility located in the Officer Dormitory Campus Complex at the�crossing of Colorado Avenue and 6th Street. Laughlin AFB is located 10 miles east of�the central business district of Del Rio, Texas. The total square footage of B-255 is�approximately 53,000 square feet, approximately 17,000 square feet each floor. In its�original configuration the building could house 156 residents.�Laughlin AFB�s stated intent is to rehabilitate the building to increase enlisted support�personnel lodging capacity and improve their living conditions.�The primary features include:�Upgraded resident rooms with individual restrooms and kitchenettes; Administrative office areas with cubicles;�Washer-dryer (Laundry) rooms on every floor;�Combined kitchen and day rooms on every floor;�Structural repairs to address cracks, corrosion and spalled concrete;�Upgrade thermal envelope;�Site grading to address water ponding;�Relocation, recertification and integration of the existing roof-mounted solar photovoltaic (PV) arrays; Keep existing lightning protection system;�Site development and landscaping to create an outdoor communal area; Renovate/replace utility connections for power, water and sanitary sewer;�Improved site lighting for security;�Paving and restripe existing west parking lot. East parking lot near Stripes facility has�been recently repaved;�Additional fire lane;�Swing gates for Antiterrorism Force Protection (ATFP). Gates will be only used to�block off the parking lots during increased threat conditions. Fences are not required;�Replace mechanical, electrical, and plumbing (MEP), and communication systems:�Disconnect building from existing two-pipe central plant system. Provide air cooled�chiller to condition the building with new dedicated chilled water system,�Provide Dedicated Outdoor Air System (DOAS) for fresh air supply;�New fire protection (sprinkler) system with fire pump if required;�Replace carpet in resident rooms with tile or other hard surface finish that is�easier to maintain;�Provide ability to monitor building systems on EMCS;�Provide easy service access to building systems for maintenance;�Repurpose courtyard communal gathering space for occupants;�Eliminate congested clusters of user-installed cables and wiring by providing wiring�set-ups that will allow easy hook up of occupant�s device to the service provider�s�cabling;�Eliminate, if not minimize, ductwork, piping, or other systems in hallways;�Upgrade communications to Wi-Fi in common areas and make it accessible for�occupants to purchase internet for their individual living quarters. Provide new�telecom and wireless access points throughout the building;�Provide new fiber lines for communications from Building 241;�Keep existing trees and large shrubs. Replace other existing landscaping and�provide new landscaping;�Remove existing irrigation system;�Provide dedicated rooms for telecom, preferably a separate one for Laughlin CES�and one for private service companies;�Provide new utility enclosure on the roof to protect piping, ductwork, conduit, and�tankless water heaters from the weather.�The existing building is composed of load bearing exposed CMU, with exterior�walkways. The floor slabs are precast concrete planks with thin poured in place concrete�topping.The site around the existing building is relatively flat.�Government furnished equipment includes:�All furniture; Office equipment such as computers and copiers; and�Televisions. The Government intends to establish a Firm Fixed-Price (FFP) Contract for the repair of�Building 255 (B-255). The scope of work will include all work in accordance with the plans and specification to make necessary repairs to repair building B-255. FAR 36.204(f) Disclosure of the magnitude of construction project between $25,000,000 and $100,000,000. The request for proposal is anticipated to be issued on or about 2 June 2022 and proposals due on or about 4 July 2022 A firm fixed-price contract is anticipated to be awarded. Anticipated contract award date will be on or about 25 July 2022. Anticipated project completion date is 450 days from Notice to Proceed.� After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet� address: https://www.SAM.gov/. The use of the website requires prior registration at www.SAM.gov/. Plans and specifications will not be made available in paper format or on compact disc. It is the Offerers responsibility to monitor the SAM.gov web site for amendments to the solicitation. You must be registered with the System Award for Management (SAM), to receive a Government contract award. You may register with SAM at https://www.sam.gov/. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerers responsibility to view the SAM.gov website daily for amendments to the solicitation.
