- Amendment 0001 provides responses to Pre-Proposal Inquiries and extends the bid opening to May 26, 2022. This is a Design-Bid-Build project that will Overhaul Dry Dock No. 5 Caisson at U.S. Fleet Activities Yokosuka, Japan. �The location is Yokosuka Main Navy Base.� Major work items include, but are not limited to the following: transport caisson from present dry dock to off-site commercial shipyard for repairs and return caisson to present dry dock after the repair; perform inspection and report the results; provide hull and structural repairs, inspect and repair existing fittings; sandblast and repair thickness and exposed exterior and interior steel structure and fittings; replace existing equipment, assemblies, valves control panel, etc.; conduct stability analysis; remove contamination and sludge; provide air supply, safety staging areas, outlets, lighting, etc. in void space; and dispose all waste and hazardous waste associated with the repair works. In accordance with DFARS 236.204, the magnitude of this construction project is estimated between 1,000,000,000JPY and 2,500,000,000JPY. This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed-price contract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only. LOCATION OF WORK: The location is U.S. Fleet Activities Yokosuka, Japan.� SCHEDULED DATES FOR THIS ACQUISITION: Invitation for Bid Issuance: 19 April 2022 Pre-proposal Conference and Site Visit: 27 April 2022. Bid Due Date: 19 May 2022 Bid Opening Date: 26 May 2022 GENERAL BID NOTES The Government will evaluate offers for award purposes by evaluating the total price for the basic requirement. BID VALIDATION Bids shall be valid for 120 calendar days after the date offers are due. PRE-BID CONFERENCE AND SITE VISIT Pre-Bid Conference and Site Visit will be held 27 April 2022 at 10:00AM JST. Participants will meet at-- Dry-Dock 5, U.S. Fleet Activities Yokosuka, Japan Individuals are required to have a gate pass/base access for the event. Attendees who do not possess a gate pass may be escorted at the Main Gate of CFAY. In such case, you are required to notify Kathleen Delashmitt at kathleen.delashmitt@fe.navy.mil no later than 25 April 2022, 14:30 P.M., JST to coordinate for an escort. Failure to provide notification by the deadline may result in a declination of your request. Attendees who do not possess a gate pass/base access must assemble at Main Gate of Yokosuka Naval Base at the 09:30 A.M., JST, on the site visit day and bring acceptable government �issued picture identification (ID). Individuals must carry valid government-issued picture IDs when entering CFAY. See Attachment 4, Acceptable ID Cards, for more information. Visitors may be required to present documentation evidencing personal identification and firm affiliation. (c) Pre-bid conference and site visit attendees are required to wear face coverings/face masks when present on Department of Defense (DOD) property, installations, and facilities. For the site visit, participants are required to wear Personnel Protective Equipment (PPE) such as hard hat, safety shoes, and vest. It is the sole responsibility of each attendee to wear any PPE in accordance with the latest EM-385-1-1 (Safety and Health Requirements Manual) appropriate for the site visit. The Government will not provide any PPE for persons attending the site visit. If proper face coverings/masks and PPE are not used, the individual may not be allowed to participate in the pre-bid conference or site visit to the full extent. (d) LIMITING THE SPREAD OF NOVEL CORONAVIRUS 2019: In light of the U.S. Government�s recent measures to combat the COVID-19 pandemic, �social distancing� measures will be implemented for the protection of Government and Contractor personnel when conducting the pre-bid conference and site visit. Each Contractor is requested to limit their attendance to two (2) representatives at the pre-bid conference and site visit. The Contractor limit includes subcontractor representatives CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. STATUS OF FORCES AGREEMENT The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, the U.S. Government may consider designating eligible employee(s) as �Members of the Civilian Component� under Article I(b) of the SOFA. SYSTEM FOR AWARD MANAGEMENT All Offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered and have an active status in the System for Award Management (SAM) database at the time an offer/quotation/bid is submitted to be eligible for award. For more information please go to https://www.sam.gov, and complete the provisions associated with the annual representations and certifications identified in the Federal Acquisition Regulation (FAR) Subpart 4.1202 and Defense FAR Supplement (DFARS) Subpart 204.1202. An Offeror is required to be registered in SAM when submitting its offer/quotation/bid, and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from this solicitation. CAUTION: All Offerors are required to be registered in SAM at the time their offer/quotation/bid is submitted. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award. This acquisition will be issued on an unrestricted basis in accordance with FAR 6.1.
