Description

Pre-Solicitation Notice: The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for Badlands National Park, Interior, South Dakota to Rehabilitate Cedar Pass Cottage. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process. The NPS intends to award a firm-fixed price, construction contract in response to this IFB. Solicitation No.: 140P6322B0002. Project Location: Badlands National Park, Rehabilitate Cedar Pass Cottage, Interior, South Dakota Project Description: Demolishing all aspects except the wood stud wall framing and interior knotty pine paneling and trim which is to be salvaged and reinstalled. Demolition includes: the partial basement, roof framing, interior walls, utilities, exterior stucco, exterior doors and windows, and various features of the site. New construction shall replicate features of the Cottage considered to be culturally significant such as: overall exterior appearance, exterior soffit including exposed roof rafters and stucco finish. Other aspects of the design reflect the Period of Significance, which was the 1950s architectural character of the building. Consistent with this are the new windows with horizontal muntin�s, exterior doors with small, staggered windows, roof shingles, and historic exterior paint colors. New accessible parking and route to the front entrance will be provided along with a fully accessible interior. The building is approximately 1,090 gross square feet. The project includes civil, structural, mechanical, plumbing, and electrical work, and fire protection. Period of Performance: 426 calendar days. Estimated start time late August/early September. The final performance period start date is contingent on issuance of Notice to Proceed. Magnitude: Between $500,000 and $1,000,000. Notice of Set Aside: This acquisition is set-aside for Historically Underutilized Business (HUBZone). The associated NAICS code is 236220, Commercial and Institutional Building. The small business size standard is $39.5 million. Also see the SBA Size Standards Tool. The government intends to issue a formal Solicitation with construction specifications and drawings on or about June 6, 2022. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the IFB issue date and it is anticipated that the bid opening date will be scheduled on/about July 6, 2022. The specific date and time will be announced in the solicitation that will follow this notice. A Pre-bid site visit will be scheduled, and the details announced with the release of the IFB. The IFB package, including applicable specifications and drawings, will be posted to http://www.sam.gov. No hardcopies or email copies will be provided. Offerors must have a UEI number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award. Bidding documents must be submitted in hard-copy format with bonding as per terms of the IFB that will follow this notice.
