Description
This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation to procure a Custom Semi-Trailer for the Mobile Concrete Technology Center (MCTC) Program under FAR Part 12, Acquisition of Commercial Items. THIS SOLICITATION WILL BE ADVERTISED AS SMALL BUSINESS SET-ASIDE. A single Firm-Fixed-Price Purchase Order, which represents the Best Value to the Government,�will be competitively awarded using Simplified Acquisition Procedures.� The purpose of this contract is to procure a state-of-the-art, turn-key functional, mobile concrete laboratory trailer that will be used by FHWA to demonstrate new technologies on active project sites around the United States. The trailer will replace an existing trailer for the continued support of the FHWA�s Mobile Concrete Technology Center (MCTC) Program. The dimensions of the existing MCTC trailer are 50�L (53� with the generator) x 8.6�W x 13.6�H. It was well designed and has many useful features such as spread axles, strong, heavy duty cabinets, and efficient layout. However, certain aspects such as the location of curing tanks in the MCTC was not properly situated, which has led to severe wear and tear on the axles and tires. It is expected that the new trailer will retain features that have worked well and redesign and enhance features that have not worked well. The priority of the MCTC program is to focus on assisting State highway agencies and their industry partners with their needs by providing technical assistance, guidance, and training materials to design, produce, and construct longer-lasting concrete pavements. The Contractor shall be responsible for the design, construction, delivery, and warranty (against manufacturing defects and installation) of a mobile concrete laboratory trailer that meets or exceeds the scope of work. The trailer and components shall be fabricated from all new materials and be of the current production year and model. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known www.sam.gov. As such, no written, telephonic, or other type of request for an advance copy of the solicitation will be entertained. Potential Offerors are encouraged to register at the GPE to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. This synopsis is not a request for competitive quotes. A Request for Quotes (RFQ) is anticipated to be published in June 2022. Once the RFQ is posted, all interested, responsible sources may submit a quote which will be considered by the FHWA. The Government is not obligated to issue a solicitation as a result of this announcement.
