Ramseur, Contracting Officer, Phone:� 210-780-4908 EMAIL:� willard.ramseur@dla.mil INTRODUCTION:� This is a pre-solicitation notice issued by the Defense Logistics Agency (DLA) Energy-FEM- San Antonio, Texas.� This is NOT a solicitation for proposal.� No awards will be made from the responses to this announcement.� Defense Logistics Agency Energy (DLA Energy), as the Department of Defense (DOD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, intends to execute a limited sources procurement for the production and delivery of 30,000 lbs annually of GHC Raschig-based Monomethyl Hydrazine (MMH) with no toluene, in accordance with DLA Energy MMH SF1, dated 28 September 2021, to be delivered F.O.B Destination in support of Department of Defense (DOD) and Federal Civilian customers at Kennedy Space Center (KSC), FL and Vandenberg Space Force Base (VSFB), CA; for a period of August 1, 2022, through July 31, 2026.� Offers must be able to provide GHC product in support of all DLA Energy customers, but this will be competed amongst all suppliers who can offer this product. As stated under Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(i), statutory authority for this contracting action is 41 U.S.C.�3304(a)(1). The head of an agency may use procedures other than competitive procedures when there is a reasonable basis to conclude that the agency�s minimum needs can be satisfied by only one supplier with unique capabilities to meet the entire requirement.� The Government intends to award a one (1) year contract with three (3) option years, Firm Fixed Price contract using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items procedures.
