- SOURCES SOUGHT ANNOUNCEMENT 822267736 The Defense Information Systems Agency (DISA) is seeking sources for Joint Service Provider (JSP), Business Resource Center (JP8) Fiber and Copper Services requirement. CONTRACTING OFFICE ADDRESS: DISA/Defense Information Technology Contracting Office (DITCO) 2300 East Drive, Building 3600 Scott Air Force Base, IL 62225 INTRODUCTION: This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small and large businesses (including the following subsets, Small Disadvantaged Businesses, �Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. JSP is seeking information for potential sources to repair, lease, and maintain the Outside Plant (OSP) infrastructure, which consists of fiber and conduit located within the Virginia Department of Transportation (VDOT), Arlington County, and City of Alexandria rights-of-way.� This also includes repairing, leasing, and maintaining connections to buildings allow these fiber and conduit routes.� The OSP infrastructure is made up of a combination of Government-owned fiber and conduit, Government-owned fiber, and Government-leased conduit and fiber. DISCLAIMER: THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT ANNOUNCEMENT IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: (1) Maintain JSP-Owned OSP Network:� The contractor shall: 1.1� Locate the JSP OSP network and provide 24x7 emergency repairs.� The contractor shall provide a utility locator with a truck and locating equipment on 24x7 standby for repairs. 1.2� Provide notification of third party excavating (i.e., Miss Utility one-call). 1.3� Provide conduit lease. 1.4� Provide City of Alexandria Right-of-Way use and fees. (2) Dark Fiber Leases:� The contractor shall: 2.1� Provide dark fiber lease (12 strands) between 1500 Wilson Boulevard, Arlington, VA 22209 and 1101 Wilson Boulevard, Arlington, VA 22209. 2.2� Provide dark fiber lease (four strands) between 1500 Wilson Boulevard, Arlington, VA 22209 and 1700 North Moore Street, Arlington, VA 22209. 2.3� Provide dark fiber lease (four strands) between Level-3 Network and One Liberty Center (875 North Randolph Street, Arlington, VA 22217). 2.4� Provide dark fiber lease (two strands) between 4800 Mark Center Drive, Alexandria, VA 22311 and 9800 Flagler Road, Fort Belvoir, VA 22060. 2.5� Provide dark fiber lease (two strands) between the Pentagon North Point of Presence (NPOP) and Fort Detrick. 2.6� Provide dark fiber lease (two strands) between the Pentagon South Point of Presence (SPOP) and 500 C Street SW, Washington, DC 20024 (Federal Emergency Management Agency (FEMA)) NRC plus prorated MCR for 2021/2022. 2.7� Provide dark fiber lease (two strands) between the Pentagon SPOP and 500 C Street SW, Washington, DC (FEMA). 2.8� Provide dark fiber lease (two strands) between the Pentagon SPOP and 21715 Filigree Court, Ashburn, VA 20147. 2.9� Provide dark fiber lease (two strands) between 4755 Meadow Wood Lane, Chantilly, VA 20151 and 21715 Filigree Court, Ashburn, VA 20147. 2.10� Provide dark fiber lease (two strands) between 4755 Meadow Wood Lane, Chantilly, VA 20151 and the Pentagon NPOP. 2.11� Provide dark fiber lease (two strands) between the Pentagon SPOP and 674 Randolph Road, Colesville, MD 20904. 2.12� Provide dark fiber lease (two strands) between the Pentagon and SPOP and 1953 Gallows Rd Vienna, VA 22180. (3) General Network Maintenance:� The contractor shall: 3.1� Provide Pentagon fiber restoration and replace splice enclosure in manhole (MH) 790. 3.2� Provide splicing and testing for the new Pentagon Force Protection Agency (PFPA) K-9 building. 3.3� Provide North Village Single Mission Operation Center sting and splicing. 3.4� Provide fiber restoration and test and audit spare fibers in panels located in the SPOP and NPOP. SPECIAL REQUIREMENTS N/A SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 517311 Wired Telecommunications Carriers, with the corresponding size standard of 1,500 employees.� To assist DISA in making a determination regarding the level of participation by small �business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.� Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). � SUBMISSION DETAILS: Responses should include: Business name and address; Name of company representative and their business title; Type of Small Business; CAGE Code; Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, NIH, NASA SEWP, General Service Administration (GSA): OASIS, ALLIANT II, VETS, STARS II, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering.� (This information is for market research only and does not preclude your company from responding to this notice.)
