Description
1.0 Background The Department of Homeland Security (DHS), Immigration and Customs Enforcement�s (ICE) enforces federal laws governing border control, customs, trade and immigration to promote homeland security and public safety. The ICE Office of Public Affairs (OPA) builds public understanding and support for the agency's mission by engaging with the news media, federal, state and local agencies and non-governmental organizations and working closely with internal stakeholders to inform and engage ICE employees. The office is tasked with providing information on new policies, programs and initiatives put into place by Congress, Department of Homeland Security (DHS), and ICE, as well as information on current programs and policies. Information will be provided to various stakeholder groups such as advocacy organizations, educational institutions, homeland security entities, ICE employees and the public. ICE requires support services to disseminate information and increase public awareness. OPA, headquartered at Potomac Center North (PCN), 500 12th Street, SW in Washington, DC, is comprised of three divisions: Strategic Communication, Media Relations and Internal Communications. The Strategic Communications Division oversees the development and production of a wide variety of online, print and multi-media products, as well as writing executive level speeches and internal communication, managing ICE�s online presence and developing national marketing plans for ICE programs. The Media Relations Division includes public affairs officers located in Washington, DC, and around the country who are responsible for responding to local, national and international media inquiries; planning press events; crafting agency messaging and developing media campaigns. The Internal Communications Division is responsible for creating and sustaining an ICE internal communication strategy, researching and incorporating new communication tools, reaching out to ICE program offices and others to determine best practices or offer communication advice and assistance, managing internal communication channels, evaluating the current state of internal communication at ICE and continuously making improvements to keep information flowing freely. ICE OPA�s overall challenge is supporting the external and internal outreach needs of a large law enforcement agency. ICE seeks assistance to provide public awareness services in the advertising and marketing areas to educate and promote domestic and international policies in programs and compliance in both voluntary and mandatory enforcement programs and aid in recruiting efforts mandated by new Executive Orders. ICE requires supplies and services to assist in development and dissemination of information to educate key audiences through comprehensive communications programs that engage stakeholders and government agencies and reaches potential employees, partner agencies and impacted communities. ICE requires advertisements which are innovative and attention getting and in compliance with the national ICE marketing strategies/branding, ICE requires assistance in the development and expansion of an integrated outreach approach that leverages all types of media. Additionally, ICE seeks assistance in educating internal stakeholders on the variety of services and benefits available to the workforce. 2.0 Purpose of Sources Sought Notice THIS IS A SOURCES SOUGHT NOTICE (SSN). ICE is issuing this SSN to provide notification of a potential upcoming procurement and to acquire information to help determine the level of interest in this requirement. DHS/ICE is seeking to identify sources that can provide support in accordance with the attached Statement of Objectives (SOO). Responses to this SSN will be used to identify potential Strategic Sourcing vehicles and set asides for specific small business classifications. Therefore, while not responding to this SSN does not directly preclude a vendor from participating in a future solicitation, not responding to this SSN could impact procurement decisions that affect a vendor�s ability to participate in a future solicitation as a prime. This SSN is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SSN does not commit the Government to contract for any supply or service whatsoever. Further, ICE will not accept unsolicited proposals. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding to this SSN will be solely at the interested party�s expense. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this requirement. All submissions become Government property and will not be returned. 3.0 Description of Requirements This is a recompete of Blanket Purchase Agreement HSCEMS-17-A-00004, which is currently being performed by Red Carrot. For a detailed description of the requirements see attached SOO. 4.0 Submission of Company�s Qualifications and Experience Interested parties are requested to respond to this SSN with a submission of the company�s capabilities, qualifications and experience as they relate to the SOO. Additionally, per FAR 11.002(c) and�to the extent practicable, interested vendors�can provide comments on this requirement and/or recommend �application and tailoring of requirement documents and alternative approaches. 4.1 Administrative Information Responses must be submitted in size 12 Times New Roman font with single spacing and 1� margins. The submission shall not exceed five (5) pages total. Furthermore, at a minimum, interested parties shall provide and include the following: - Name, mailing address, UEI number, phone number and e-mail of designated point of contact. - Business type based upon North American Industry Classification System (NAICS) code 541810, Advertising Agencies and/or 541613, Marketing Consulting Services . - PSC Category is R701 - Support- Management: Advertising. - Current contract vehicles that your company holds such as OASIS, GSA Schedule, etc. - All company proprietary information, performance capabilities and/or future modifications must be clearly identified and marked so segregation of proprietary information is required. 5.0 Questions Questions are not being taken at this time. 6.0 Submission Instructions Responses shall be received via e-mail as one electronic submission with the subject line �Sources Sought Notice response for ICE Wide Outreach and Communications Support.� Submissions must be received no later than May 31, 2022 at 10:00 AM (EST) and submitted to Abeer.Saleh@ice.dhs.gov. ICE reserves the right to review late submissions but makes no guarantee to the order of, or possibility for, this review.
