This Request for Information (RFI) is for planning/information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Bid, Request for Quote or Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The purpose of this notice is to gain knowledge of potential qualified sources with the capability to provide commercially available items that may support ERDC�s need for a Rheometer as described below, and to develop an acquisition strategy to best meet the need. The associated North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing which has a size standard of 1000 employees. No solicitation is available at this time. No phone calls are being accepted as a result of the RFI. Note: In order to be eligible for award of a government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications. Vendors having the skills and capabilities necessary to provide the described requirements are invited to provide feedback in the format listed above. Responses to this notice shall be submitted NLT COB 20 May 2022 to Frank.J.Pete@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. DETAILS: Rheometer The US Army Engineer Research and Development Center (ERDC), Construction Engineering and Research Laboratory (CERL) in Champaign, IL requests the acquisition of a Rheometer capable of high-resolution detection of fluid and flow characteristics. Requirements: The rheometer must meet the following requirements: It shall have a footprint no larger than 17.5 x 30 x 23 inches. It shall be capable of high-end strain-control and stress-control through the use of upper and lower drive motors. It shall be capable of counter-rotation and counter-oscillation measurements using upper and lower drive motors. It shall be modular and upgradable for higher resolution measurements in the future. It shall be capable of producing a stagnation plane for potential microscopic analysis of sample. It shall have a Peltier temperature control system capable of at least -30 �C to 200 �C and a circulation thermostat ranging from -20�C to 200�C. It shall have a torque range of at least 0.5 nNm to 230 mNm. It shall have quick connect or disconnect of accessories for single handed operation. It shall not require tools for changing measurement systems or accessories. It shall automatically check compatibility of attachments. It shall automatically align and zero gap without the need to re-zero between similar runs. It shall have a fully adaptive controller that does not require pre-tests or manually input sample information. It shall include an air dryer with an air filter unit, pressure regulator, and pressure gauge. It shall include hoses and connections required to connect the rheometer and fluid circulator. It shall have full modularity for accessories, e.g. cone and plate, parallel plate, concentric cylinders. It shall include accessories appropriate for measuring water, paint, and other common viscoelastic samples as well as necessary software to operate the instrument and record measurements. An operation manual shall be provided and training instruction shall be provided for users within 24 hours of installation completion. A minimum warranty of 3 years shall be provided. Delivery: Delivery to ERDC-CHL is required within 120-days after contract award. The vendor shall provide personnel to perform installation at ERDC-CERL in Champaign, IL within 10 days of delivery. The vendor shall provide personnel to perform annual service visits at ERDC-CERL in Champaign, IL within the duration of warranty. All items are to be delivered to: ERDC - CERL, 2902 Newmark Dr.,�Champaign, IL 99703 Warranty: Equipment shall maintain the full manufacturer warranty.
