Description
This is a Sources Sought Notice. The purpose of this announcement is to identify firms that possess both the capability and experience to provide services that meet the Government's requirement. This Sources Sought Notice does not constitute a Request for Quote or Proposals (RFQ or RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. No solicitation currently exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. There is no assurance a solicitation will result from this notice. If a solicitation is released, it will be synopsized at FedBizOpps (www.fedbizopps.gov). It is the firm's responsibility to monitor this site for the release of any synopsis or solicitation. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all large and small businesses to include 8(a), Service-Disabled Veteran- Owned, HubZone, and Women-Owned small business concerns. The Regional Health Contracting Office is seeking firms that possess the ability to provide 10), that includes on-site financial counselors, remote support, propensity to pay determination, and a validated IT solution that verifies a patient�s insurance coverage and eligibility, and determines insurance and other federal, state, and local programs an uninsured patient is eligible for with enrollment initiation. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, any additional required items, and non-personal services necessary to execute the CPFCP as indicated within the San Antonio Military Healthcare System (SAMHS). The CPFCP must meet all requirements and be internal to one company: 1) on-site patient financial counselors; 2) remote support personnel and equipment; 3) propensity to pay medical debt determination; and 4) internally owned technology solution that verifies patient insurance when presented; finds existing in or out of state and federal insurance if unable to present supporting documentation; determines all programs (federal, in or out of state, and local) and coverage a patient is eligible for when coverage does not currently exists with electronic enrollment; provides a seamless process to streamline into existing and new clinical/administrative workflows and technology systems; and include screening patients for suspected or confirmed undocumented workers compensation (WC) and automotive accident coverages (MVA), referring to those medical events that may be a result from injury which may be covered by a non-medical casualty third-party payer, to supplement the proposed screening for the potential enrollment in new coverage programs. Resulting identified WC and MVA coverages must be provided to BAMC in a mutually agreed upon and standardized data structure to be documented during the implementation period. The Contractor must have demonstrated experience of at least five years with an internal established, validated, and systematic training and on boarding program specifically for financial counselors. Financial counselors must be fully trained in insurance eligibility verification and enrollment including but not limited to state and federal level Medicare/Disability, Medicaid, and private/commercial insurance companies; insurance pre-authorization and initial notification processes; patient education on insurance denial and appeals processes; collection of co-pays, co-insurance, and deductibles when necessary; and have competency in using an established system in determining patients propensity to pay including completing financial analysis paper work to complete additional DoD process requirements for final patient medical debt adjudication of their final medical debt.
