Description

PRE-SOLICITATION NOTICE NOI-NIAID-2127322 NAICS � 541380 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Novogene Corporation Inc to procure multiple, progressive sequencing services culminating with the generation of a complete chromosomal assembly and gene annotation for the novel primate species Aotus lemurinus griseimembra, from DNA and RNA material extracted by LMIV. This contractor has identified to be proficient in multiple sequencing hardware platforms and strategies: PacBio � long reads from high molecular weight DNA for building scaffolds WGS � short reads of Illumina NovaSeq from DNA for QC of PacBio scaffolds Hi-C -- chromatin interaction for final chromosomal assembly of scaffolds RNA-seq � short reads of Illumina NovaSeq from mRNA for gene exon calling and annotation This contractor has been identified as being able to provide; Factory trained scientific staff experienced on the specific instrumentation to be able to generate the required data to build scaffold, QC the scaffolds, complete the chromatin interaction for chromosomal assembly scaffolds and lastly use Illumina NovaSeq from mRNA for gene exon calling and annotation. QC all of the data generated from the instruments and verify it for accuracy and completeness Communicate with Program should questions arise Provide a report to include all items in the expectation section above, including at a minimum a FASTA file of genomic sequences and a GFF file or equivalent of the full gene annotation for Aotus lemurinus griseimembra The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2127322 to Dana Monroe at dana.monroe@nih.gov, by 5:00 pm eastern standard time Tuesday, May 24, 2022.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
