- This is a PRE-SOLICITATION notice for the design-bid-build construction project for the Keystone Stilling Basin Repairs, at Keystone Lake, Tulsa County Oklahoma.��THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� � The U.S. Army Corps of Engineers � Tulsa District has been tasked to solicit for and award construction project for repairs to the Keystone Stilling Basin. This project will be a Small Business set-aside, firm-fixed price, construction contract procured in accordance with FAR 15, Negotiated Procurement utilizing the Lowest Price Technically Acceptable.� The Government seeks to repair damages and fill scour holes at the Keystone Lake Stilling Basin.� Repairs to concrete will not require the handling of riprap, coarse aggregate, silt, debris, and other foreign material deposited within the stilling basin other than at locations of repairs.� Dewatering of the Keystone stilling basins and lowering of the downstream tailwater will not occur during contract performance. All work within the stilling basins will be accomplished under water. The Contractor shall propose the Means and Method to accomplish the work. Key personnel for construction are anticipated to include individual personnel for Site Superintendent, Project Manager, Quality Control Manager, Site Safety Health Officer, and QC specialized support to include specialized structural inspectors, commissioning agents, fire protection engineer, and sustainability/energy integration coordinator.� The project will also require a full-time scheduler to maintain an accurate and complex schedule for USACE coordination utilizing Primavera scheduling software. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $5,000,000 and $10,000,000. Estimated duration of the project is 200 calendar days. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $ 39,500,000.� Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting.� Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. TYPE OF SET-ASIDE: Small Business - This requirement will be solicited as a Small Business Set-Aside. Anticipated solicitation issuance date is on or about 3 June 2022, and the estimated proposal due date will be on or about 11 July 2021.� The official solicitation�number W912BV22R0020 will be issued under contracting opportunities via www.beta.sam.gov, inviting firms to register electronically to receive a copy of the solicitation when it is issued.
