Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following supplies in support of VA Puget Sound Health Care System (VAPSHCS) Seattle, Washington. VA Puget Sound Health Care System (VAPSHCS) has a need for a new firm fixed-priced purchase order requirement for an upgrade to their existing autonoME PECU Environmental Control Unit (ECU) system for the Spinal Cord Injury Unit. The initial installation was completed in 2017, it was part of the final phase of the Advanced Environmental Controls for Severely Disabled Veterans Project using special funding. The project, spearheaded by the VA Center of Innovations and the VHA Innovation Program, called for the installation of Accessibility Services, autonoME PECU ECUs, in 17 of the VAs 24 SCI Units. These ECUs allow for independent access to nurse call light, bed controls, lights around the bed, internet, telephone, television and radio and provide increased independence and quality of life to moderately and severely disable Veterans along with improved patient care and safety. This system is being upgraded due to the new patient beds being acquired in the Spinal Cord Unit. The new patient beds require upgraded ECUs so the patients are able to use nurse call independently, as well as control the lights, bed position for comfort and skin protection, television without requiring assistance from nursing staff. ECUs typically consist of a monitor (i.e. table, touchscreen), voice controls, other interactive interface, so patient may interact with their environment. This technology is necessary for patient comfort and satisfaction for duration of stay and it also reduced staff burden as the patients who do not have hand function are able to perform tasks that they otherwise may be using staff resources for repeatedly throughout the day to perform these tasks for comfort and safety. Vendor will be required to: Upgrade the 31 existing ECUs on the SCI Unit with 31 medical grade 22 monitors to replace the small television and tablet system currently in place. The single monitor will incorporate both a television and a Command Center tablet to operate the ECU system. This upgrade will significantly decrease the overall footprint of the existing system while increasing the screen size by double; Replace the current 31 wall mounted arms which supports the ECUs; Install 31 JCT boxes on the wall to allow the upgraded ECUs to communicate with the new Umano beds. In the previous model, the JCT boxes were mounted to the beds which meant that if an ECU designated bed was not available, the ECU would not work. The new set up will eliminate that barrier; Provide 3 eye tracking cameras with mounting hardware to replace the old eye gaze systems that do not work with the upgraded ECUs; Conduct training sessions for super users, technical staff and nursing staff who will demonstrate comprehension via competency; Provide a 2-year limited warranty on hardware and installation and a 2-year autonoME software license. No gray market or remanufactured items will be acceptable. Vendor shall be an Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. Potential candidates having the capabilities necessary to provide the above stated supplies at a fair and reasonable price are invited to respond to this Sources Sought Notice via e-mail to Jennifer Robles at jennifer.robles1@va.gov no later than May 24, 2022, 5PM PST.
