- This is a Sources Sought Notice. This Notice is issued for Market Research purposes only. This is NOT a solicitation or a request to submit qualification documents. A synopsis of proposed contract action may be posted at a later date. The synopsis will provide instructions for offers. Please only respond to this Notice if you are interested in submitting a proposal and are capable of completing the work required to complete the project. The Federal Bureau of Prisons (BOP) intends to award a firm-fixed price contract for Construction Management Support Services (CMSS) for the construction of a Federal Correctional Institution (FCI) in Leavenworth, Kansas near Metropolitan Avenue and Grant Avenue. The CMSS contract will encompass construction management support services for a BOP awarded Design-Build contract which includes site work and major construction of a medium, security FCI. The facilities will be a campus compound which consist of one, and two story buildings with a gross building area of approximately 560,000 square feet. Total costs for the entire Design-Build project are estimated to be more than $350,000,000. Design work is anticipated to begin in 2023. Site work is anticipated to begin in 2023 with major construction anticipated to begin in 2023. Contract performance period is anticipated to be approximately 3� (three and one half) years. The proposed CMSS are to include, but are not limited to: attendance at design review meetings, review of documents and inspection of construction for conformance with contract requirements, analysis of contractor�s CPM schedules and progress reports, maintenance of project files, job diaries, inspection and testing records, preparation of cost estimates and analysis and recommendations related to dispute claims, preparation and processing of correspondence and documentation related to these services and other services required for the successful administration of the project. The selected firm will provide these services at both the onsite BOP construction office and remote locations as required using personnel from their own offices and workforce and any other resources necessary. To be considered, firms must have experience in management of construction projects of similar scope and complexity, and experience in the analysis of claims and disputes. The anticipated performance period of this project is 42 months after the notice to proceed is issued.� The North American Industrial Classification System (NAICS) code for this project is 236220 with a corresponding small business size standard of $39.5 million. Firms larger than this average will be required to submit a small business subcontracting plan if selected to submit a proposal unless the services will be completed fully in-house by the firm for the entire contract duration. Interested entities must be registered in the System for Award Management (SAM) at www.sam.gov. NAICS code 236220 must be included, where applicable, in the registrations. This requirement will be fulfilled pursuant to the Federal Acquisition Regulation (FAR) 36.6 and the Brooks Act. Responses to this Sources sought shall be emailed, no later than 4:00 pm (EST) on May 31, 2022, to Michelle Morgan, Contracting Officer, at mrmorgan@bop.gov. Questions For each affirmative response, please provide the name of the firm or agency for which the work was completed and a contact name and email address. Provide the name, phone number and email of the person responding to the Sources Sought Notice. Is the company registered in SAM as a small business under the NAICS 236220? Does the firm have experience as the prime contractor reviewing design submittals and design review comments by licensed engineers and architects to include electrical, mechanical, plumbing, structural design, civil, security electronics and communications for a project of this scope? Does the firm have experience as the prime contractor providing field inspector for all of the disciplines required in Question #3 for a project of this scope? Is the firm capable of providing scheduling engineering (P6) with extensive CPM experience? Does the firm have a document control technician experienced with projects of this scope? Does the firm have an on-site program manager with experience managing a team of inspectors and interfacing with contractors for a project of this scope? Does the firm have an estimator experienced in assisting with development and review of change order documentation for a project of this scope? Does the firm have a home office project executive responsible for supervising the licensed architects and engineers in question #3 and the estimator in question #8? Does the firm have knowledge and experience managing construction industry standard project management collaboration systems (i.e. Constructware, Kahua, Autodesk BIM 360)?
