- Special Notice Notice of Intent to Award Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm fixed price BPA (base period of 12 months with one 12-month option) to Beckman Coulter for the procurement of the attached Automation Line Cost per Reportable Results (CPRR) program/agreement. The CPRR program includes equipment rental, equipment maintenance services, and all consumables (reagents, controls, calibrators) necessary to operate the equipment. The CPRR program will be administered at two (2) South Texas Veterans Healthcare System locations: Audie L. Murphy Memorial Veterans Hospital in San Antonio, Texas and Kerrville VA Medical Center in Kerrville, Texas. See attached spreadsheet for all items included in this notice. All pricing TBD. The proposed sole source procurement will be made by a pricing agreement with Beckman Coulter, based upon pricing from their VA NAC FSS contract. The requesting activity states that the CPRR agreement is for chemistry and immunoassay testing; required for the daily testing of patients to assist in diagnoses. The sole source justification request submitted by the requesting activity stated that a sole source is required for this base plus one (1) option year while a longer term action is being developed and the existing equipment consumables and connections to other equipment can only be provided by Beckman Coulter. Market research was conducted, and no other vendor was found to be capable of provide connectors and consumables that would be compatible with the existing equipment. This notice is not to be considered a request for quotations or proposals. A contract will bot be awarded based on an offer received in response to this Notice; however, all responsible sources may submit a capability statement (with their SAM UID), proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within five (5) days from the publication of this Notice, a BPA will be issued to Beckman Coulter without any further notice. The anticipated statutory authority permitting other than full and open competition requirement is 41 USC 3304(a)(1), as implemented by FAR 8.405-6, Limiting Sources. Notice: Interested firms must respond directly to the POC email address listed in this Notice for consideration.
