- Pre-Solicitation Notice: The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for Theodore Roosevelt National Park, Medora, North Dakota to replace roadway, sidewalks and parking surfaces. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process. The NPS intends to award a firm-fixed price, construction contract in response to this IFB. Solicitation No.: 140P6322B0004. Project Location: Theodore Roosevelt National Park, South Unit Headquarters Area on 2nd Avenue, Medora, North Dakota. Project Description: Replacement of the existing 2nd Avenue serving park housing and headquarters area, connecting roads 4th, 3rd, and Main Streets a length of one-half block to point of connection with Medora, ND municipal streets, and a segment of 3rd Avenue from the existing ND Cowboy Hall of Fame to intersection with East River Road. Work also includes replacement of sidewalks and the reconstruction of a failing cast-in-place box culvert under 4th Street. Replacement shall include, but not limited to the following: � Replacement of the existing roadway pavements and curb profiles. Pavement replacement for the base bid is asphalt roadway with concrete parking areas. Bid option #2 will remove the asphalt pavement and replace with concrete pavement in the roadway. � Widen 2nd Avenue and the segment of 3rd Avenue to the north to accommodate increasing traffic loads, on street parking, and usage experienced by the Park. � Replace existing sidewalks along the streets, incorporating ABAAS compliant crossings at road intersections. Bid option #1 is included for replacement of sidewalks beyond the curbside sidewalk to the front of the park housing units and NPS admin facilities front stoops. � Replace driveways at (8) single family units and (1) 4-plex housing unit. The approaches will be included in the base bid and the remainder of the driveways included in bid option #1. � Replace existing cast-in-place box culvert under 4th Street with a new 36 IN equivalent diameter arch concrete pipe culvert. Period of Performance: 150 calendar days. Work on 3rd Avenue shall be completed within 30 calendar days of the date work starts on that segment of the project. Work on 2nd Avenue shall be completed within 120 calendar days of the start date provided on the Notice to Proceed. Exact phasing of the 2nd Avenue work shall be proposed by the contractor and approved by the Park. The Contractor must complete surface restoration and shall not leave any portion of 2nd Ave open and exposed to the elements if a winter shutdown is needed. If winter shutdown is needed remaining phase(s) of project will begin/completed Spring 2023. Magnitude: Between $500,000 and $1,000,000. Notice of Set Aside: This acquisition is set-aside for Total Small Business Set-Aside. The associated NAICS code is 237310, Highway, Street, and Bridge Construction. The government intends to issue a formal Solicitation with construction specifications and drawings on or about June 7, 2022. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the IFB issue date and it is anticipated that the bid opening date will be scheduled on/about July 7, 2022. The specific date and time will be announced in the solicitation that will follow this notice. A Pre-bid site visit will be scheduled, and the details announced with the release of the IFB. The IFB package, including applicable specifications and drawings, will be posted to http://www.sam.gov. No hardcopies or email copies will be provided. Offerors must have a UEI number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award. Bidding documents must be submitted in hard-copy format with bonding as per terms of the IFB that will follow this notice.
