- Description
- DSO requires an ASCS to replace the IPCS and enable both DoD incumbents and licensees to rapidly coordinate shared spectrum usage in the 3450-3550 MHz frequency band indefinitely. The ASCS will, to the maximum extent feasible, automate the end-to-end process to reduce the need for humans in the loop, while improving the speed at which licensees can access the spectrum for which they have acquired licenses. ASCS will also allow licensees to take advantage of refinements in analytic capabilities or models of commercial (5G) and DoD operations that will share the 3450-3550 MHz band. DISA DSO intends to procure the requisite ASCS prototype capability using a Challenge-Based Acquisition (ChBA) approach culminating in a Prototype Other Transaction Agreement (OTA).
