Per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contracting O icer David P. Yates by email. The email address is DPYATES@FBI.GOV. All capability statements or quotes shall be received before the closing date and time. Please see the attached Sole Source Justification. Only Flashpoint will be accepted based on the current licenses and what the other field offices currently use.�
