See attached Solicitation document for complete details and instructions. ** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION IN THIS NOTICE.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This solicitation is a Request for Quote RFQ.� RFQ number is NB6720102201473.� This is a combined synopsis solicitation conducted under FAR Subpart 12.6 and FAR Part 13, including Subpart 13.5 if applicable.� Procedures from FAR 15 will not be used.� This synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-06, dated May 01, 2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, which has a small business size standard of 750 Employees. This combined synopsis/solicitation is a Full and Open competition. � Defense Priorities and Allocations Systems (DPAS) and assigned rating is not applicable to this request for quote (RFQ). Offerors must submit all questions concerning this solicitation in writing, via email, to the Contract Specialist, Clifford Nicholson at clifford.nicholson@nist.gov and Contracting Officer, Lia Arthofer at lia.arthofer@nist.gov.� Questions should be received no later than five (5) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract. Background/Scope: The National Institute of Standards and Technology (NIST) Communications Technology Laboratory (CTL)/Radio Frequency Technology Division has a requirement to produce broadband electrical calibration artifacts as part of its calibration service for scattering parameter traceability up to 18 GHz.� Precision manufactured calibration artifacts are required to maintain accurate traceable calibrations for internal and external customers. Development in coaxial connector technology has been made allowing production of higher precision airline calibration artifacts in the Type N connector type. To calibrate the scattering parameters of passive microwave electronics to 18 GHz, a metrology grade Type N airline kit is required. This shall be provided in accordance with the Requirements/Specifications documentation included herein. All offerors shall provide a firm fixed price (FFP) quotation for the following line item: (All equipment must be new. Used, refurbished, prototype, or remanufactured will not be considered for award). Minimum Requirements The system shall meet or exceed the minimum requirements identified below.� All line items shall be shipped in the original manufacturer�s packaging and include all original documentation and software, when applicable. CLIN 0001:� Quantity of one (1) Precision Airline Calibration Kit in Type N Connector Type which meets or exceeds the minimum requirements identified below: All calibration artifacts in the kit shall meet the IEEE specification for Laboratory Precision Connectors for Type N connectors.�� All airline calibration artifacts shall be beadless and surfaces involved in electromagnetic transmission and reflection shall be gold coated. This calibration kit shall contain at least the following standards: Type N Male Short Type N Female Short Type N Male 50 Ohm load Type N Female 50 Ohm load Type N Male to Type N Male adapter Type N Male to Type N Female adapter Type N Female to Type N Female adapter Two Type N Female to Male airlines (3.123 cm) Type N Female to Male airline (3.816 cm) Type N mm Female to Male airline (7.1230 cm) Type N Female to Male airlines (8.123 cm) Type N Female to Male airlines (8.323 cm) Type N Female to Male airlines (14.983 cm) The kit shall contain a 12 in-lbs torque wrench, and any necessary software and documentation. Dimensional measurements of conductor diameters and lengths shall be provided.
