Description
Project site is located on the Camp James A. Garfield Joint Military Training Site (CJAGJMTC), 8451 State Route 5 Ravenna, Ohio 44266. CJAGJMTC is requiring the installation of Base Bid amount of 6,550 lineal feet of parallel to the existing fence around the perimeter road. This project will be broken down into the base bid and Option options of approximately 1,000 lineal feet and work scope. The Base Bid work begins at approximately Military Coordinates 84050-60200. The Option options are contiguous to the Base Bid and each other. These Options proceed clockwise (east) along the perimeter road. The scope of the project includes the relocation of the fence and gates for the extents that are referenced in Article 3, Article 5, and the attachments delineating the work areas. This work also includes: Necessary clearing, grubbing and cleanup of stumps and limbs that may impact the work area and the 20 foot security line of site. Vegetation clearing outside of the work area will be the minimum required to facilitate access to the work area. Vegetation clearing will comply with the Environmental Procedures (Attachment A) regarding size, seasonal restrictions, and protection of nesting birds, bats, and other species. Installation of temporary fence to maintain the security of the Base. The fence line shall be secured at the end of each working shift by the contractor. If the contractor chooses, the fabric from the fence to be removed can be used for temporary fence with steel posts driven to secure. Area under and around the new fence shall be adequately graded to maintain clearances between the top and bottom as well as the 20 foot security zone. The fence line shall also be graded to drain as much as possible away from the fence to allow for future mowing and maintenance of the 20 foot security zone. All areas disturbed by construction shall be reseeded and mulched and a grass cover established as required in the Environmental Procedures (Attachment A). The selected Contractor shall furnish all labor, equipment and materials to perform this contract per the scope. All work shall be met in strict accordance with the Statement of Work and Specifications for the project. Contractor will provide all site marking and survey, plans and materials prior to arrival. No specific SWPP plan is required however the contractor shall employ appropriate Best Management Practices (BMP�s) as needed. This will include silt fence or silt socks along with any water way protection. The contractor will also be responsible to complete an Environmental Work Plan (described in the Environmental Procedures section 2.0) that addresses environmental issues specific to this scope. The Environmental Work Plan must be approved by CJAGJMTC Environmental Office at the beginning of the Project. Most of the work area is not wetland, but in places there are wetlands adjacent to the work area and in some places within the fence line work area. Wetlands not within the work area must be avoided and left undisturbed. Where wetlands are within the work area, vegetation cutting/chipping within the designated clear zone is required. Filling, grading, excavating, or draining is not permitted. When working in wetlands or otherwise saturated soil, removable matts will be used and removed when work is complete and the wetland returned to the pre- work grade if there are ruts or other damage. The Environmental Work Plan will describe how work will be conducted in wetlands and areas saturated soil. The magnitude of this project is between $500,000 and $1,000,000.� All interested concerns will provide this office, in writing, a notice stating their positive into submit a bid as a prime contractor no later than 3 June 2022.� This notification, which shall not exceed 5 typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form (Attached) and (3) A listing of projects completed during the past three years, both for government and private industry.� The type of project, dollar value, Contract Number, Location, and Point of Contact are to be included.� Indicate if you were prime or subcontractor, and if subcontractor, provide name and point of contact for the prime contractor.� (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
