Description

The Office of the Comptroller of the Currency (OCC) hereby announces intent to solicit and enter into a sole source contract with Stryder Corp. dba Handshake, 225 Bush St, 12th Floor, San Francisco, CA 94104, in accordance with FAR 13.106-1(b)(1), only one source is reasonably available, and�under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency needs.� OCC seeks to utilize a college recruitment platform to connect with over 1,300 colleges and universities across the country.� Handshake is the most widely used platform by colleges and universities for recruitment of students.�� Furthermore, Handshake is the only all-in-one early talent recruiting platform and provides access to more than nine million students and alumni across the United States. The student population engaging with employers includes 5 million women candidates, 1.2 million black candidates and over 1 million latinx candidates enabling OCC to greatly increase its ability to conduct outreach and engage diverse talent. This notice of intent is not a request for competitive proposals. However, any interested party that believes it can meet the Handshake Premium requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested. All responses received in writing within three calendar days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
