Description
PRE-SOLICITATION NOTICE Solicitation No.:� 19GE5022R0086 The U.S Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: RIVER ROAD IMPROVEMENT �U.S. EMBASSY BAGHDAD, IRAQ The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract in the fourth quarter of Fiscal Year 2022. The offeror shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The work includes furnishing all labor, equipment, materials, and tools to repair the two-lane road from the Black CAC to the EHP around the U.S. Embassy in Baghdad, Iraq. �The successful offeror will have to obtain the necessary permits from the Government of Iraq to conduct the resurfacing of the roadway. The site is a 1.8 km long relatively flat paved two-lane road. The purpose of this project is for the Contractor to supply all materials, install, and construct the following: Mill/sweep the entire road.� Mill the road such that rainwater is collected and eventually drain towards the Tigris River outside of the T-walls. Repair potholes and other damaged areas with legitimate reinforced concrete patches. Cleaning out weep holes at each T-wall such that rainwater could drain into the Tigris River. Install approximately eight storm drains/catch basins with gutters.� These catch basins and gutter system shall drain into the Tigris River using a new ~30 cm diameter storm drain pipe. Double Bituminous Surface Treat (DBST) the entire two-lane road from the Black CAC to the Fernandez Gate. The Contractor is also responsible for ensuring that at least one lane of this road shall remain open to traffic at all times. Pursuant to Subpart 36.204 of the Federal Acquisition Regulation (FAR), the estimated magnitude for the entire project is between $500,000.00 and $1,000,000.00 U.S. Dollars (Note:� the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work.� However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated).� Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Wencke Jacobsen at JacobsenW@state.gov �no later than�June 23, 2022, using the solicitation number 19GE5022R0086 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (Former Dun�s #), Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm.� The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information.� Only companies submitting a letter of interest and complete �Application for Solicitation Document� check list attached hereto may receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Iraq. � A virtual pre-proposal conference and possibly a site visit shall be tentatively scheduled for June/July 2022; precise dates will be provided to interested offerors with the solicitation package.
