The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The INL Section at the U.S. Embassy in Lima manages an illicit crop eradication and law enforcement assistance program funded through the International Narcotics Control and Law Enforcement (INCLE) account and destined for Peru.� INCLE-funded assistance complements the Peruvian government�s counternarcotics strategy designed to deter, detect, and disrupt transnational organized crime groups in Peru and throughout the region.� It also complements the Peruvian government�s even larger investment in promoting rule of law; providing for citizen security; and reforming state institutions to foster greater transparency, responsiveness, and respect for human rights.� The goal of this program is to improve and institutionalize Peruvian counternarcotics and law enforcement capabilities through targeted, sustainable projects. Purpose: The Senior Narcotics Control Advisor (SNCA) will support, assist, and advise INL and the U.S. Embassy in Peru in its efforts to help Peru interdict narcotics and combat criminal trafficking groups.� Besides managing and conducting training, mentoring, technical assistance, and limited equipment procurements to support Peruvian security forces and judicial authorities, the Senior Narcotics Control Officer will also liaise with, and coordinate, the activities of USG agency implementers in the justice sector reform area as it relates to the professionalization, training, and operations of law enforcement personnel.� The Advisor will assist INL Lima in ensuring its counternarcotics programs have a sustainable and strategic impact and will support project planning and implementation in Peru, analyzing their effectiveness and suggesting improvements to include a priority focus on Peru�s whole-of-government counternarcotics and rural development effort in zones of strategic concern, particularly as the effort expands to additional zones.��� The SNCA will provide expertise in a wide variety of settings, including internal U.S. Embassy and multinational meetings and assisting the Peruvian government in reaching its stated counternarcotics goals and objectives.� S/he will offer assistance in a variety of areas, to include counternarcotic policy development and coordination with the interagency and international community and counternarcotics program development, management, and oversight.� The SNCA will oversee the implementation of INL�s engagement with Peru�s Antinarcotics police (DIRANDRO) and Peru�s eradication agency, CORAH . This includes, but is not limited to, coordination with Peruvian authorities, management of counternarcotics police training, curriculum development, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities.� The SNCA frequently meets with members of other U.S. Government agencies, non-governmental organizations (NGOs), and relevant international organizations for the purpose of gathering and disseminating information pertinent to interdiction/police development and USG priorities and activities. The SNCA will be expected to know or master the full range of assistance project management skills, including planning, budgeting, procurement, contracting, monitoring, reporting, and evaluation.� The Advisor is frequently called upon to perform other tasks or duties on an ad hoc basis, particularly those requiring strong drafting or analytical skills. DUTIES AND RESPONSIBILITIES Under the direct supervision of the Lima INL Deputy Director or his/her designee, the SNCA will perform the following duties: In line with U.S. and Peruvian strategic objectives, develops measurable and sustainable counternarcotics program activities and operational security initiatives - including program designs, performance monitoring plans, and evaluation planning for projects - to enhance counternarcotics police capabilities and improve the professionalism and performance of counternarcotics institutions.� Supervises the overall Narcotics Control Program (NCP), which consists of the following PSC staff members: Eradication Advisor whose primary function will be to oversee the eradication program and back-up the SNCA and assumes responsibilities for the position in his/her absence; Interdiction Advisor; Training Advisor; and two LE support staff.� In addition, the SNCA has supervision responsibility for over 300 Peruvian civil servants (CORAH) assisting in eradication efforts. Participates in and/or leads assessments � as requested by the INL Deputy Director, or Director � of current program efforts with regard to capacities and structures in Peru, as well as assessments of the impact of ongoing programs; briefs those assessments to senior INL and other Department and interagency officials, and, on the basis of those assessments, proposes and implements future activities and/or remedial actions.� Assess the Government of Peru�s capability to respond to security, law enforcement, and counternarcotics challenges and recommend effective strategies to address those challenges to advance counternarcotics goals. Works with the INL staff to oversee budgets for counternarcotics training, equipment, and related construction assistance provided by INL. Manages projects and provide program guidance and frequent status updates on the implementation, development, and impact of INL counternarcotics programs to the INL Director, INL Deputy Director, as well as INL Lima�s headquarters in Washington, DC, when required, to include progress, challenges, and recommended solutions.�� Ensures programming complies with U.S. government legal and policy requirements and restrictions, including Leahy vetting, and that programming is coordinated with related U.S. government police, counternarcotics, criminal justice, and rule of law programs. Establishes and maintains appropriate internal management control systems.� Ensures that INL Lima programs are not subject to waste, fraud, or mismanagement. Manages and monitor the use of all INL-provided commodities intended for counternarcotics purposes. Contributes to the development and strategy of the INL Peru Narcotics Control Program.� These efforts include project execution from study period and program design, through acquisition and implementation, including planning, scheduling, budgeting, and coordination among vendors, contractors, and Peruvian government officials.� Special focus should be given to program monitoring and evaluation to assess program impact and suggest improvements to include a priority focus on Peru�s whole-of-government counternarcotics and rural development strategy. Drafts policy and advocacy papers, attends meetings and conferences.� Contributes to the drafting of required reporting, including INL Lima�s regular program implementation reports and ASDARs, Congressionally mandated reports, desk reviews and trip reports, and ad-hoc topical reporting cables, among other reporting requirements. Facilitates exchange of information and practices to ensure robust communication on counternarcotics issues within INL, as well as with other professionals working in the area of law enforcement and counternarcotics assistance in Peru. Prepares background materials and reports used by the INL Director and other U.S. officials in speeches, briefings, and testimonies to articulate INL Lima�s engagement on counternarcotics issues. Provides INL and Embassy front offices with analysis of trends and developments in the areas of counternarcotics. Works with INL Lima Director, Deputy Director, Program Managers, and Advisors to assess Government of Peru action plans, addressing capacity deficits and weak inter-institutional coordination and collaboration that prevent the Government of Peru from effectively addressing key counternarcotics threats.� Reviews and make recommendations on agreements, policies, and laws. Provides policy analysis and program guidance/reporting to INL staff, INL/WHP, and the INL Front Office upon requests, on aspects of current program efforts as well as those in planning or evaluation stages.� Such guidance may include, but is not limited to, mission objectives; the size and structure of counternarcotics resources; coordination with other Embassy sections; budgeting; development of Peruvian police capacities and institutions; practical measures to improve U.S. and international capacities to provide police assistance; and training plans. When required, perform the role of Duty Officer. Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative� (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within� the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS This position is located at the U.S. Embassy Lima, Peru.� Frequent travel throughout Peru is required, to include high risk areas.� � � RELATIONSHIPS The SNCA reports to the INL Lima Deputy Director.� The SNCA�s actions, decisions, and recommendations are reviewed on the basis of results achieved and conformance with appropriate laws and regulations.� The SNCA will liaise with other agencies/governments active in the fields of counternarcotics, and with host government contacts.� The SNCA will monitor INL projects in Peru, analyzing their effectiveness and suggesting improvements.� The SNCA will present these approaches to INL Lima Deputy Director for discussion and final approval. The Contract Administrator is INL in Washington and shall be the INL Contracting Officer.� In no instance shall the INL Lima Deputy Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions.� The Contracting Officer must authorize such changes in writing. The INL Lima Deputy Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the Senior Narcotics Control Advisor�s official yearly review. COMPLEXITY Develops strategic and detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program.� Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Peru can be complicated.� Monitors the impact and sustainability of the program and adjusts accordingly. Projects require dynamic leadership, expertise and complex innovation, strict adherence to high-level policy without lower-level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs.� They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Peru, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance medical clearance, and ethics clearance (if applicable). Bachelor�s degree from an accredited U.S. institution and six (06) years of relevant work experience OR ten (10) years military or law enforcement experience. Five (05) years of experience in managing counternarcotics, law enforcement, or security sector assistance programming in Latin America. Demonstrated experience drafting related reports/documents, annual budgets, and strategic plan submissions; Demonstrated experience drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials Demonstrated experience working with host-nation counterparts, departments, and ministries to further program objectives. Demonstrated superior interpersonal, and managerial skills. Proficient at basic office computer programs. Demonstrated ability to adjust application of best practices, lessons learned, and international norms to an overseas environment. Demonstrated excellent communications skills, oral and written, in English and Spanish. Demonstarted interpersonal skill in dealing with decision makers and their immediate staffs. Demonstrated interpersonal skill in interacting with other specialists and experts in the same or related fields. Ability to exercise judgment in all phases of analysis, ranging from sorting out the most important problems when dealing with voluminous amounts of information to ensure that the many facets of a policy issue are explored, to sifting evidence and developing feasible options or alternative proposals and anticipating policy consequences. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 3:�������� Management & Communication Experience�������������������������������� (30 points) Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
