THIS IS A SOURCES SOUGHT FOR THE PURPOSE OF OBTAINING MARKET RESEARCH ONLY. NO AWARDS WILL BE MADE FROM THE RESPOJNSES TO THIS SYNOPSIS. �NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. �ANY POTENTIAL COMPETITIVE SOLICITATIONS(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO SAM.GOV. The intent of this sources sought is to seek out small business concerns including 8(a) companies, Historically Underutilized Business Zone (HUB Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business, and all small businesses meeting the required size and capability standards that are interested in performing a large renovation construction project using the design-build process to meet the needs of the U.S. Army. The NAICS code for this project is 237310 � Highway, Street, and Bridge Construction. The small business size standard is $39.5 million. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation.� Responses will be used to determine appropriate acquisition decisions for a future procurement. If qualified firms do not respond to this Sources Sought notice, the construction contract may be acquired under full and open competition. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT The U.S. Army Corps of Engineers, New York District is conducting market research to facilitate a determination of the acquisition strategy for this procurement. The determination of the acquisition strategy lies solely with the Government and will be based on market research and information available to the Government from other sources. The New York District is conducting this market research to identify businesses which have the capability to perform design and construction for expansion of the concrete helicopter parking ramp at Fort Drum, NY.� The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications for the Construction of up to 8 additional concrete helicopter parking spaces (approx. 30,000 SY), removal of existing asphalt shoulder and existing apron edge lighting, installation of new 25 ft-wide asphalt shoulder and edge lighting along the new parking spaces, new airfield pavement markings connected to the existing parking apron, installation of mooring points, installation of grounding points, installation of airfield pavement joints and sealant, demolition of an existing concrete landing pad (approximately 1,455 SY), replacement / relocation of surface utility access covers with airfield rated ones, and installation of storm water infiltration basin with NYS hotspot pre-treatment.�� Project will follow airfield pavement design and construction UFC�s and the guidance detailed in the Sustainable Design and Development Policy. Bidders should have experience with airfield pavement designs and getting airfield asphalt and concrete designs approved by the Transportation Support Center in Omaha, NE.� Bidders should also have experience working on active airfields and designing NYS stormwater hotspot pre-treatment for refueling operations. The anticipated Magnitude of Construction is between $5,000,000.00 and $10,000,000.00. Duration of construction will be approximately 455 calendar days after Notice to Proceed.� Notice to Proceed is anticipated to occur in October 2022. All interested businesses should submit their responses by e-mail in pdf format. Send responses to the below questions to adrian.j.stafford-browne@usace.army.mil by the due date and time listed. (1) Prior Construction Performance - Submit a brief description two past performed projects, completed in the last seven (7) years (turned over to the customer), that were of similar size and construction on an active airfield executed as a Prime Contractor. (2) Provide a statement verifying the Prime Contractor is capable and will perform twenty (20%) of the work and indicate the type of work to be self-performed by the Prime Contractor.� Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples (3) Provide an example of design build work renovations of similar facilities like airfield runways, taxiways, and parking aprons. (4) Provide identification and verification of the company as a certified small business for NAICS Code 237310. (5) Provide CAGE Code and Unique Entity Identifier Number (6) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount (price or range) listed above. This is NOT a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply directly to interested firms. Submittals will be used for market survey information only.
