- MISSION & INSTALLATION CONTRACTING COMMAND FORT SAM HOUSTON (MICC-FSH) SOURCES SOUGHT NOTICE W9124J-22-R-MDLU 23 MAY 2022 INTRODUCTION The Mission and Installation Contracting Command � Fort Sam Houston (MICC-FSH) is issuing this sources sought notice to identify potential sources having an interest and industry technologies available to provide additional means of improving and replacing Physical Access Control System (PACS) throughout the campus. The result of this sources sought notice will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER This sources sought is for informational purposes only. This is not a request for proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract because of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. PROGRAM BACKGROUND The Mission and Installation Contracting Command, Fort Sam Houston, TX (MICC-FSH) and the Field Directorate Office (FDO) requires an access control system for the entire MICC-FSH Campus located on Joint Base San Antonio (JBSA) Fort Sam Houston, TX� 78234. The required PACS must consist of access control devices that provide limited access into designated interior rooms within the building as well as controlled access from the exterior of the buildings. The requirement will be the purchase to a new physical access control system that will consist of the purchasing the product, install and activation of PACS (cypher lock system). This system will adequately support the HQ, MICC and FDO's ability to meet regulatory physical security, force protection, and crime prevention initiatives. These audits can be submitted as supporting evidence in the event of the government or personal property misappropriations or access by unauthorized personnel. REQUIRED CAPABILITIES The Government requires the PACS must consist of access control devices that provide limited access into designated interior rooms within the building as well as controlled access from the exterior of the buildings. The requirement will be the purchase of a new system that will consist of the purchasing the product, install and activation of cypher lock system. This system will adequately support the HQ, MICC and FDO's ability to meet regulatory physical security, force protection, and crime prevention initiatives.� Additionally, the PACS will provide the capability to conduct audit trails for entrance into the building and internal rooms. The intent of this Sources Sought is to assess the state-of-the art of the technology available in access control system products that could be applied to meet this requirement. The Government envisions a solution for this requirement that meets the following operational and program requirements: replace one hundred twenty-eight (128) access control points and thirty-two (32) wired locking portals. Qualification. The physical access control systems (PACS) must comply and demonstrate compliance to the Federal Information Processing Standards (FIPS) 201 Personal Identity Verification (PIV) of Federal Employees and Contractors. The protection to the PIV system infrastructure and components throughout the entire lifecycle. This includes compliance with The GSA Approved Products List (APL) within the Homeland Security Presidential Directive 12 (HSPD-12). Proof of qualification should be addressed in the response. Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Secret. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS code for this requirement is 561622, Locksmith, with a Small Business Size Standard of $16.5 million. The Product Service Code (PSC) is 6350, Miscellaneous Alarm, Signal, and Security Detection Systems. Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the SAT.� It does apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set-asides regardless of the dollar value of the award.� See Federal Acquisition Regulation (FAR) 52.219-14. All WOSB firms need to take action in beta.certify.sba.gov in order to compete for WOSB Federal Contracting Program set-aside contracts. SUBMISSION DETAILS GSA FIPS 201 Approved ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1.� Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions.� Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition.� Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Notice.� Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 2.� Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 3.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 4.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.� 5.� Information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 6.� Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. 7.� Recommendations to improve the Army's approach/specifications/draft PWS/PRS to acquiring the identified items/services. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
