- The National Institutes of Standards and Technology (NIST) hereby provides notice of its intent to negotiate a sole-source, firm-fixed-price contract with Automation Evolution, LLC�800 Salt Rd, Webster NY 14580. �The order is expected to be awarded under FAR 13.106-1(b)(1) solicit from a single source. The purpose of this requirement is to establish a planned maintenance service contract for the Automation Evolution Control system that supports the building automation equipment within building 302 and replace the Supervisory, Control and Data Acquisition (SCADA) for the boiler and chiller operations software to support NIST System Security Protocols � The current system is outdated and is no longer supported by the manufacturer. The software needs to be upgraded to the latest version with the most current operating systems which is supported by the Automation Evolution System. The NIST configurations are sensitive and confidential and not distributed or shared with the public or any third party. �Automation Evolution LLC (AE) is the only vendor with the backup images of the entire system and the vendor that can beta test the new work in their factory. To preserve the safety, integrity, and reliability of this critical system, no unauthorized personnel have been allowed to work on the Control Hardware, System Configurations, or the SCAD System.�� Automation Evolution has the trained personnel, documentation, and configuration history that has supported the system for the past 10 years since its installation. Interested parties may identify their interest and capability to respond to the requirement.�THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will typically be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in SAM.gov in order to be eligible for an award. Information concerning SAM registertation requirements may be viewed via the Internet at https://sam.gov/content/home. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Sandra Smith by email at sandra.smith@nist.gov,�no later than 10:00 a.m. Eastern Time on Monday, May 31, 2022. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
