Description
REQUEST FOR INFORMATION The Marine Corps Installations, National Capital Region � Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking information on behalf of Headquarters Marine Corps, Communication Directorate. CONTRACTING OFFICE ADDRESS: Marine Corps Installations � National Capital Region, Regional Contracting Office (MCINCR RCO), located on Marine Corps Base, 2010 Henderson Road, Quantico, VA. INTRODUCTION: The Headquarters U.S. Marine Corps (HQMC) Communication Directorate, Communication Operations and Entertainment Media Section, located in Room 2C249 of the Pentagon in Washington, DC� 20350-3000, has a requirement for training on Visual Information software. HQMC, Communication Directorate plans, coordinates and implements communication strategies designed to build understanding, credibility, trust and mutually beneficial relationships with the domestic and foreign publics on whom the Marine Corps� success or failure ultimately depends. OBJECTIVE: The objective of this requirement is to provide essential training on advanced media concepts as-required for HQMC Photographic, Reprographic and Video Editing to meet key communication objectives. The objective is to have all Marines trained in the advanced aspects of their craft to increase speed, efficiency and overall quality of production. In all cases, the Contractor shall guarantee availability of course seats for Marines for in-person or online classes.� The Contractor must be able to provide training on all software listed below. This is an all-or-none procurement. The Contractor must be located within a 20-mile driving radius of the Pentagon as movement within the Washington, DC area can be restrictive, or provide online training through standard teleconferencing software No security clearance is required. SOFTWARE: Adobe Premiere Pro Adobe After Effects Adobe In-Design Adobe Photoshop Adobe Illustrator Adobe Light Room DaVinci Resolve REQUIREMENT DESCRIPTION: Training Days.� Approximately 175 training days per year to be used on courses at the discretion of the Contracting Officer. The initial course attendance shall begin within two weeks of the contract being awarded. The Contractor shall provide either a physical classroom located within 20 miles of the Pentagon or provide online training through standard teleconferencing software. The Contractor shall ensure that all teleconferencing software used in the execution of training is either free to use or shall provide it at no expense to the government. The Contractor shall ensure that the teleconferencing software is capable of displaying both the instructor as well as their computers works space and that the instructor is capable of viewing the training attendee�s workspace for feedback during training. The Contractor shall be responsible for documenting the use of training days and provide quarterly updates to the Contracting Officer on how many training days they have remaining for the contract year. Documentation shall be in accordance with best industry practices and standards. The training day documentation may be computerized, accomplished electronically, or done manually. However, all documentation must be electronically sent to the Government Representative and/or Project Officer via email. The files must be readily available for review by the USMC Project Officer during normal working hours (8:00 a.m. to 4:00 p.m. Monday through Friday, excluding Federal Holidays) and an updated copy provided to the Government as needed. Labor cannot extend past the normal working hours of the section which is 8:00 a.m. to 4:00 p.m. Monday through Friday, excluding Federal holidays. Certification.� The Contractor shall provide industry accreditation and certification to the training attendees in all courses that it is capable of providing accreditation and certification for. In performing this task, the contractor is not to provide certification for training attendees that have not met the requirement to receive accreditation or certification (i.e. the attendee is required to pass a test to receive a certification, but the attendee did not pass the test. The Contractor should not provide certification if the requirement is not met). This should include but not be limited to; Adobe Premiere Pro, Adobe After Effects, Adobe In-Design, Adobe Photoshop, Adobe Illustrator, Adobe Light Room and DaVinci Resolve. Contractor-Furnished Equipment and Supplies.� In performing the above tasks, the Contractor is responsible for furnishing all equipment and software needed to teach their period of instruction at no additional charge to the Government.� In addition, the Contractor at no additional charge shall furnish administrative supplies, such as paper, necessary to the proper performance of work to the Government.� The Contractor shall be responsible for all manuals necessary to aid them in conducting training or troubleshooting software. Subcontracted work by other organizations not awarded under this contract is not allowed. The Contractor is to supply all physical education materials.� Communications. �The Contractor shall provide adequate communication necessary to enable the Government to communicate with the Contractor during normal working hours. The Contractor shall provide Primary and Alternate Points of Contact (POCs), telephone numbers, and email addresses to facilitate communication between the USMC Project Officer and Contractor. Travel and Transportation. �All travel costs shall be borne by the Contractor. The Government will not reimburse the Contractor for travel to and from the Pentagon. The Contractor shall provide adequate transportation to the equipment locations for the purpose of performing required PM or transporting equipment either needing repair or having been repaired. No security clearance is required for this effort. INDUSTRY FEEDBACK: This is a REQUEST FOR INFORMATION (RFI) ONLY to obtain industry�s feedback on the anticipated technical specifications, potential cost, and performance risks, as well as any other related considerations for the required item. Please provide feedback on the following: Can you meet this requirement? Please include capability statement in response to this RFI. Do you have Government experience providing similar services? Do you offer on-site or virtual training? Self-paced or instructor-led? Do you sell these services on GSA or any existing Indefinite Delivery Indefinite Quantity (IDIQ) or Government-Wide Multiple Award Contracts (GWAC)? What is your size-status (e.g. Large Business, Small Business, Woman-Owned Small Business, etc.)? Is there anything else you think we should know? Interested vendors should respond to the questions cited under the �INDUSTRY FEEBACK� section of this document. Questions and comments regarding this requirement will be accepted, reviewed and answered if the Government determines responses are warranted. Submissions must include: Business name and address Name of company representative and their business title Type of Business Cage Code PROPRIETARY INFORMATION: Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government personal reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
