Description
THIS IS A Sources Sought Notice ONLY. The Mission & Installation Contracting Command � Joint Base Lewis-McChord (JBLM), Washington is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a hauling of demolition debris service. The U. S. Government desires to procure hauling of demolition debris service on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business or Small Business concern), to identify their capabilities in meeting the requirement at a fair market price. Telephone inquiries will not be accepted or acknowledged, and no fed back or evaluations will be provided to companies regarding their submissions. This notice is solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government Point of Entry. It is the responsibility of potential offerors to monitor the Government Point of Entry for additional information pertaining to this requirement. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. The anticipated NAICS code for this requirement is 562119 Other Waste Collection, with a Small Business Size Standard of $41.5M dollars. The Product Service Code is V112. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size capabilities statement. If your NAICS code or PSC is not listed above and you would like to express interest in this requirement, please respond with your NAICS and corresponding PSC. �A service is anticipated for hauling demolition debris generated after relocatable buildings are demolished. Attached is the draft Performance Work Statement (PWS), technical exhibit 1 and 2. The estimated period of performance is for approximately 12 months, with a tentative start date approximately 13 July 2022. In response to this sources sought, please provide: Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status(including small business type(s)/certifications such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. Identify whether the firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. Information if sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Is there any information that the Government could provide in addition to the information in the performance work statement and associated documents that would assist you in building your price proposal? Does your company have experience working at JBLM or other military installation? If yes, provide a brief description of the services performed and at what location. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost performance. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Gabby Jennings, in either Microsoft Word or Portable Document Format (PDF), via email gabriela.jennings.civ@army.mil.
