- REQUEST FOR INFORMATION (RFI)�# 1638-DAO-22-NAT-0045 The U.S. Department of Labor (DOL) Office of the Senior Procurement Executive (OSPE),�Office of Workers� Compensation Programs (OWCP),�Division of Federal Employees�, Longshore and Harbor Workers� Compensation (DFELHWC) Directed Medical Services (DMS) and�Referee Medical Examinations (RMEs) Introduction The US Department of Labor (DOL) Office of the Senior Procurement Executive (OSPE) Office of Acquisition Services (OAS), on behalf of the Office of Workers� Compensation Programs (OWCP) and Division of Federal Employees�, Longshore and Harbor Workers� Compensation (DFELHWC) is seeking information regarding research, analysis, and documentation on industry�s ability to manage and provide Directed Medical Services (DMS) also known as Impartial Medical Examiners (Referee) services as described in the attached draft Performance Work Statement (PWS). This Request for Information (RFI) is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning, and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the DOL, nor does this RFI constitute a request for proposals. Submission of any information in response to this RFI is purely voluntary. The government assumes no financial responsibility for any costs incurred as a result of your response. The purpose of this RFI is to assist DOL with understanding the industry�s best practices, and technical solutions, and to obtain sources capable of meeting the Department�s requirements. Specifically, the Government is seeking to determine if there are any questions about the DOL�s requirements, determine if the industry notes any omissions in the requirements, and obtain information about sources available to meet the DOL�s requirements. This RFI will assist DOL with determining whether the marketplace has vendors capable of managing the required services and whether each vendor is capable of providing trained, board-certified and qualified (180 hours of active medical services) physicians to provide viable and timely medical reports per the draft PWS.� � Background The U.S. Department of Labor (DOL), Office of Workers Compensation Programs (OWCP), administers the Federal Employees� Compensation Act Program (FECA) that mitigates the impact of work-related injuries for specified workers, through the provision and management of medical treatment and other benefits.� The objective of this RFI is to research, analyze, and obtain documentation regarding the industry�s ability to manage and provide sufficient and adequate numbers of board-certified and qualified (180 hours of active medical services) physicians in support of FECA services described in the draft PWS. Companies (including Partnerships, Joint Ventures, or Teaming Arrangements) with a database of diverse nationwide and regionally employed, subcontracted, or contracted physicians are highly encouraged to respond as well as, companies with sufficient and adequate numbers of diverse board-certified and qualified (180 hours of active medical services) physicians located in metropolitan statistical areas (MSA�s) throughout the United States, its Territories and Trust Territories including rural areas.� �� Scope of Services The Department of Labor is seeking a management firm to provide all services associated with the draft PWS including all necessary employees, contractors, subcontractors, systems, and supplies and services.� The important elements of these services shall be: the ability to provide sufficient numbers of qualified physicians for Nationwide OWCP-directed medical examinations; the timeliness of scheduling of directed medical examination appointments; the timely delivery of a quality, usable and well-rationalized medical reports; the verification and replication of impairment ratings by a reliable, certifiable, and standardized process. See attached draft Performance Work Statement for additional details.� The OWCP is also open to alternative ideas and therefore respondents are encouraged to provide alternative solutions that may assist the OWCP in better meeting the needs and requirements of the program.� However, each alternative response must include a statement as to the perceived benefit to OWCP�s existing needs and requirements and the response must address the perceived benefits to OWCP�s performance, schedule and cost. Requested Information This notice also serves to determine the availability and capability of qualified small businesses (including Small Business Administration Certified 8(a) Companies; firms in Historically Underutilized Business Zones (HUBZone); Service-disabled veteran-owned small businesses; and Women-owned small businesses) to provide DME � Referee services.� The information that OWCP/DFELHWC is seeking from the industry is as follows: Provide the company�s profile and Capability Statement including the company�s core set of services. Provide the company�s Past Performance history on contracts similar in size, scope, and complexity. Provide the company�s geographic presence and capabilities to provide nationwide, regional and rural area coverage as described in the draft PWS. Provide the company�s capabilities to encourage minority and small business participation and opportunities for diversity, equality, inclusion, and accessibility (DEIA) as outlined in the draft PWS. Provide a sample project schedule for similar services including recruitment and transition-in schedules. Identify the total number of physicians (providers) your company has available through employment/contracted or subcontracted agreements to potentially provide the services as outlined in the draft PWS. Provide comments and feedback on the draft PWS. Identify conditions or issues requested in the draft PWS that cannot be met or may interfere with the intention of this project. Provide any other pertinent information that will assist us in this assessment.�� *Alternative Solution(s):� The Government is seeking to explore the benefits of multiple contract awards based on specific objectives of the draft PWS.� Interested vendors are encouraged to suggest alternative solutions that will benefit the Governments quality of services and schedule, with maximum cost control measures.� Please include a listing of the medical provider networks available to your company along with the suggested alternative solutions. Required Responses In addition to the requested information, responses shall also include the following: Company name, mailing address, e-mail address, telephone, and website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. Company�s GSA Federal Supply Schedules contract number and Special Item Numbers. Customary practices, including warranty, discounts, and contract type under which commercial sales of these services are made. Business size and status (i.e. 8(a),�Small Disadvantaged Business, Woman-Owned Small Business, HUBZone, and/or Service-Disabled Veteran-Owned Small Business). Unique Entity ID, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System of Awards Management at www.sam.gov to be considered as a potential source.� Responses to this RFI must not be no more than twenty-five (25) letter-sized (8.5 x 11) pages in length using the standard margins and font.� Responses that send sales material will not be assessed. All responses must clearly and directly address vendor capabilities for and experience in providing a sufficient roster of available medical specialists to provide directed medical examination services similar to the scope and functionality anticipated for the OWCP.� *All alternative solution(s) must be presented in a separate document clearly marked �ALTERNATIVE SOLUTION(S)� and must also comply with the page restrictions and format identified above.� Again, responses consisting of marketing material will not be reviewed.� Acknowledgment of receipt of responses may not be made, nor will respondents be notified of the outcome of the DOL�s review of the information received. The DOL reserves the right to contact one or more of the respondents if additional information is required. Information obtained as a result of this notice may be reflected in the subsequent solicitation if issued. This announcement is part of the Government�s market research which may or may not result in revisions to both the Government�s requirements and/or acquisition strategy.
