Description

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price purchase order with Imaging Business Machines, LLC (IBML) to procure IBML software license maintenance and hardware maintenance for three IT6 IBML large scanners for DocLab/CRC/ROC. Only this suggested source can furnish the requirement because the Document Conversion Laboratory (DOCLab), Central Records Center (CRC) and Records Operation Complex (ROC) uses Imaging Business Machines, LLC (IBML) high-speed scanners to convert paper based documents into digital images processed by the Document Capture System (DCS). These digital images are then delivered to customers for use in the numerous automated systems implemented throughout the FBI. Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. If requirements are not met, it will cause delays and system downtime. If another brand is chosen besides IBML, the CRC/ROC would be required to procure additional hardware/software support systems and licensing for the equipment to support the system. The cost for the hardware would estimate to be ____ based on purchases the unit has executed in the past. Software licensing cost would be estimated to be ____. There will also be a negative impact on the FBI�s mission if the renewal hardware maintenance parts are not procured. If a hardware failure occurs, vendor technical support or replacement components would not be available resulting in the hardware not being repairable. This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334118 � Computer Terminal and Other Computer Peripheral Equipment Manufacturing; the size standard is 1000 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability by responding to this requirement by contacting Naporshia Jackson via email only at NLJackson@fbi.gov, no later than 8:00 am (CST) on Tuesday, May 26, 2022.� Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely to determine whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.� Vendors must be registered in the System for Award Management (SAM), effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
